Council will recall that it received a request for funding from the Desert Youth Sports Organization. Action on the request was continued pending review by contributions committee as part of the budget process and continent from the Palm Desert Parks and Recreation Commission. In that request the Pop Warner Football Program was cited. While the commission will be submitting its recommendation on the DYSO request under a separate report, the Pop Warner Football request was considered separately. It is the recommendation of the commission that the city not fund the Pop Warner program either directly or indirectly. The recommendation is based on the following: 1. Children at that age group are not ready physically or mentally for full- contact football. 2. Coaching quality and preparation is inadequate. 3. The excessive amount of travel involved for youngsters. 4. Competition for limited field space with existing soccer programs. 5. The high costs of implementing the program. 6. Having children, particularly girls, serving as cheerleaders for boys playing is unhealthy at this age. They should be participating in sports activities, not cheering and watching. In summary, the comission believes that the disadvantages far outweigh the benefits of this program. 'w / RAMON A.
