SUBJECT: LAND EXCHANGE FOR FRED WARING DRIVE WIDENING PROJECT
SAN PASCUAL AVENUE TO DEEP CANYON ROAD
Recommendation:
Staff recommends that the City Council, by minute motion, authorize the exchange of
approximately 3,255 square feet of land from APNs 624-200-002 and 624-200-003 for an
equivalent amount of land from APN 624-200-023, currently owned by the Coachella Valley
Water District (CVWD).
Executive Summary:
Approval of the staff recommendation will allow CVWD to reconfigure well-site equipment so as
to continue to use their well located at the northeast corner of Portola Avenue and Fred Waring
Drive. Rejection of the recommendation would require that a new well site be located and a
new well be constructed in order to accommodate the widening of Fred Waring Drive.
Background:
The widening of Fred Waring Drive will severely impact the existing CVWD well site at the
northeast corner of Portola Avenue and Fred Waring Drive. The well itself is outside of the
footprint for the new road and sidewalk, but much of the well-site equipment is now located in
the future right-of-way. The existing CVWD parcel is narrow and roughly rectangular in shape,
oriented in a north-south manner. The existing well can continue to be used if the associated
piping and equipment are reconfigured to sit on a parcel that has the same area, but is oriented
in an east-west fashion. In order to facilitate this change, staff proposes to exchange
approximately 3,255 square feet of City-owned land adjacent to the existing well site, for the
same amount of land from the well site itself. The City has already acquired the adjacent
parcels (APNs 624-200-002 and 624-200-003), and would exchange the necessary portions of
them with CVWD at no cost to either party. The attached "CVWD Well Site Exhibit / Fred
Waring Drive" by Tetra Tech ASL depicts the proposed land exchange.
