INFORMATIONAL ITEM
AB 3298 ( Hunter ) was heard by the Assembly Transportation
Committee on Monday, April 2 , 1990 . We were represented at that
meeting by Councilmember Richard Kelly and Ray Diaz.
The suggestions that we made were amended into the Bill and as a
result , the Committee voted the bill out of Committee . Attached
is a copy of the amendments that were made particularly as these
pertain to a study performed for the City of Palm Desert .

CRITERIA FOR AMENDMENT TO ASSEMBLY BILL 3298
1 . Feasibility study to include development of a plan for the
implementation of a pilot program for the use of golf cars
( electrically powered vehicle ) within the City of Palm
Desert .
2 . Study should have a time line of 6 months .
3 . Participants in the study should include :
a . California Highway Patrol
b. Department of Transportation
c . City of Palm Desert
d. Area golf cart (E . P. V. ) representatives
e . Riverside County Sheriff' s Department
f. Representative from South Coast Air Quality Management
District
g . Other interested bodies
4 . Study should be directed to look at a plan for
implementation of a pilot program in the City of Palm
Desert . Such a plan would include, but not be limited to :
a . Traffic and Engineering Study accomplished by local
authority.
b . The development of safety guidelines for the proper use
of golf cars ( E . P. V. ) on local roadways . Such safety
regulations will include the provisions for operator
restrictions .
c . Designation of roads and safety lanes which can be used
to accomplish transportation needs for access to
shopping areas - schools - colleges - parks - civic
centers and golf courses .
d . Such designation shall be limited to municipal roadways
and safety lanes , except where provisions are needed to
allow crossing of state highways such as State
Highway 111 ( a surface highway ) and only where so
designated.
e . The development of demographic and environmental
criteria for the City of Palm Desert to establish a
base line for future consideration .
f. The requirement for reporting findings and progress to
the State Legislature on an annual basis regarding the
previous year ' s activity under the program.

g . That the proposed pilot program be in effect for a
period of five years with a provision for another five
year renewal if
i . Proposed corrective measures during program
activity can be mitigated;
ii . Local agencies involved can determine that the
program is serving a common purpose in the
elimination of existing problems to the
environment and traffic congestion .
