By Minute Motion, approve the following recommendations made by the �I `Coufrse
Committee:
1. Approve posted green fees, as recommended, for the period between May 1 and
December 31, 1997, as described in Attachment I.
2. Appoint two members of the Palm Desert City Council to the Golf Course
Committee.
3. Approve, as recommended, submitted requests for charitable golf tournaments
as set forth in this memorandum.
4. Amend the Charitable Tournament Policy to have the Golf Course Committee
make recommendations on use of the Golf Course by charitable organizations.
BACKGROUND:
The operating agreement, previously approved by the City Council, between the City
and Kemper Sports Management provides for the creation of a Golf Course Committee
to review the operation of the Golf Course.
The agreement also specifies that two members of the City Council, the Golf Course
Manager, the City Manager and others determined by the City serve on the Committee.
At a previous meeting, the City Council adopted a policy for use of the Golf Course by
local charitable organizations. The Committee wants to be the reviewing and
recommending body with regard to requests for charitable golf tournaments with
notification to the Charitable Contributions Committee upon formal action by the City
Council.
The following requests for charitable tournaments to be held between April 15 and
December 31, 1997 are recommended for approval by the City Council:
1. Palm Desert Chamber of Commerce
2. Family YMCA of the Desert
3. Valley Crime Stoppers
4. Coachella Valley Mexican American Chamber of Commerce
The following requests for charitable tournaments were considered by the Committee
and not recommended for approval:
1. Desert Contractors Association
Submitted application did not indicate that the organization is a charitable
organization.
2. Frank Sinatra Celebrity Golf Tournament
Submitted application indicates that the requested dates for this tournament are
February 6 & 7, 1998 - fall outside of the dates specified by policy.
At its meeting of March 18, 1997, the Desert Willow Committee reviewed the Golf
Course Committee's recommendations and recommended that the green fees rates for
Palm Desert residents be lowered to the following:
1. May 1 - May 31 Friday - Sunday & Holidays $35.00
May 1 - May 31 Monday - Thursday $35.00
May 1 - May 31 Twilight (after 3:00 p.m.) $35.00
June 1 - September 30 Friday - Sunday & Holidays $25.00
June 1 - September 30 Monday - Thursday $25.00
June 1 - September 30 Twilight (after 3:00 p.m.) $25.00

SUBJECT: INFORMATION ITEM: PALM DESERT DESERT WILLOW RESIDENT
CARDS
Please find attached a copy of the Palm Desert Resident Card Policy. The Policy is currently being
utilized by the City of Palm Desert and the Coachella Valley Recreation and Park District to provide
minimum requirements for the issuance of a resident card.
Initially, most of the complaints were made by owner's of properties, both residential and
commercial, who are not residents of Palm Desert and were not granted cards. Currently, staff is
receiving a share of complaints from those who have resident cards and are questioning whether
renters should be able to obtain cards.
Overall, the Policy is an adequate tool for determining Palm Desert residency and the issuance of
a Desert Willow Card.
There are a few concerns for future consideration by City Council. Currently, the minimum rental
or lease requirement is 31 days. We have determined that many people have leases for a period of
45 or 60 days. These people rent condos (Palm Valley, Ironwood, etc)and apartments. With proof
of rental through an agreement of least of 31 days or greater, they can obtain a card.
The City Council may want to consider a minimum rental term of 90 or 120 days instead of 31 days.
The other consideration is we do have one recreation vehicle park in the City of Palm Desert. We
require that these renters provide agreements of a minimum of 31 days. The Council may wish to
consider extending renting at recreational vehicle parks to 90 to 120 days. The managers of the
facility indicated that they do have rental agreements at the park and many people rent recreation
vehicle space for more than a month at a time. The 31 day minimum criteria was established for the
following reasons:
1) The Business License Ordinance requires that any stay of 31 days or less pay
Transient Occupancy Tax and any stay more than 31 days is not required to pay.
2) Most renters can prove residency from utility bills after 31 days or by obtaining a
renter's agreement.

In conclusion, the current cards are valid through December 31, 1997. If the City Council wishes
to change this policy, staff would recommend that it consider this policy in November 97, prior to
the expiration of the existing cards.

Palm Desert Resident card
The Coachella Valley Recreation and Park District has assumed responsibility for the issuance of
Palm Desert Resident Cards at the Palm Desert Community Center,43-900 San Pablo Avenue,Palm
Desert daily between the hours of 7 a.m. and 10 p.m. daily.
A resident card may be issued to any individual who lives within the city limits of Palm Desert.
Applicants must show a photo identification (preferably a driver's license) and proof of residency.
The following may be used for proof:
Picture Identification*
1. Current Driver's License from any state (an expired license will not be accepted).
2. Current California Identification Card.
3. Military Identification.
4. Resident Alien Card.
5. School Identification Card.
6. School Yearbook with name printed under picture.
Street Address Verification*
1. Current Utility Bill (within the past 30 days) which includes applicant's name on it.
2. Current Assistance Receipt: AFDC, Welfare, Medi-Cal, Social Security (within the past
15 days).
3. A recent property tax bill,
4. Applicant's Rental Payment Receipt showing name, address, apartment number.
5. Rental Agreement listing each person legally living at that address.
Cost of Resident Card
1. The cost for a Resident Card is $3.00 per calendar year.
2. The cost for replacing a lost card is $15.00.
*The City of Palm Desert authorizes the C.V. Recreation and Park District Manager or his
delegate to accept other proof of residency as he deems appropriate.
