SUBJECT: RESIDENT CARDS/DESERT WILLOW GOLF COURSE
DATE: JANUARY 23, 1997
Recommendation:
By Minute Motion, approve the amended policy and direct the City Manager to implement same.
Discussion:
At its meeting of January 9, 1997, the City Council approved a policy for resident cards for use at
the Desert Willow Golf Resort. At a subsequent meeting to discuss green fees, staff recommended
that the policy be amended to provide cards for a two-year period at$10 rather than the originally
recommended and approved one-year period for$10.
The Desert Willow Committee is meeting on Tuesday, January 21st , and will consider this
recommendation at that time. An oral report will be made to the City Council as to the Committee's
action and comment&

Recommendation:
By Minute Motion, approve the recommended policy,and direct the City Manager to implement
same.
Discussion:
The marketing subcommittee of the Desert Willow Committee recommends the following policy
for golf course resident cards:
1. In order to take advantage of discounted green fees, Palm Desert residents will be asked
to obtain a "Resident Card" from the Y.M.C.A. This picture identification card will cost
$10/year per applicant, and monies raised from the issuance of the cards will be kept by
the Y.M.C.A. to cover its costs.
2. Residents will be asked to provide a copy of a utility bill as well as his/her driver's
license to prove Palm Desert residency.
3. No discounts will be provided to any user of the golf course who does not have a
"Resident Card".
The City's ad agency is working with Kemper Golf in the design of the subject card which will
be available to residents on Monday, February 10, 1997. In addition, Piper Close, Kemper's
Director of Marketing, is working with the Y.M.C.A. to make sure that the necessary equipment
is in place by the 10th of February.
If you have any questions regarding this proposed policy, Mayor Richard Kelly will answer them
at the City Council meeting of January 9, 1997.

Policy
Palm Desert Resident Card
The Coachella Valley Recreation and Park District has assumed responsibility for the issuance of
Palm Desert Resident Cards at the Palm Desert Community Center,43-900 San Pablo Avenue,Palm
Desert daily between the hours of 7 a.m. and 10 p.m. daily.
A resident card may be issued to any individual who lives within the city limits of Palm Desert.
Applicants must show a photo identification (preferably a driver's license) and proof of residency.
The following may be used for proof:
Picture Identification*
1. Current Driver's License from any state (an expired license will not be accepted).
2. Current California Identification Card.
3. Military Identification.
4. Resident Alien Card.
5. School Identification Card.
6. School Yearbook with name printed under picture.
Street Address Verification*
1. Current Utility Bill (within the past 30 days) which includes applicant's name on it.
2. Current Assistance Receipt: AFDC, Welfare, Medi-Cal, Social Security (within the past
15 days).
3. A recent property tax bill,
4. Applicant's Rental Payment Receipt showing name, address, apartment number.
5. Rental Agreement listing each person legally living at that address.
Cost of Resident Card
1. The cost for a Resident Card is $3.00 per calendar year.
2. The cost for replacing a lost card is $15.00.
*The City of Palm Desert authorizes the C.V. Recreation and Park District Manager or his
delegate to accept other proof of residency as he deems appropriate.
