2) Authorize the transfer of $1,193,970 in STIP/STP funds from the Monterey
Avenue Widening Project No. 609-03 to the Portola Interchange Project
No. 637-02.
Executive Summary:
The City of Palm Desert was awarded $1,794,854.00 in STIP funds for widening
Monterey Avenue between Gerald Ford Drive and Dinah Shore Drive, in a joint project
with the City of Rancho Mirage. These funds were originally requested for the 2003-
2004 fiscal year but were rescheduled to 2004-2005 due to the State budget situation.
We have now been notified by RCTC that the fund are not likely to be available for
several years, however, they have offered several alternatives for us to choose from
(see attached letter).
Discussion:
Several developments have been approved along Monterey Avenue from Gerald Ford
Drive to Dinah Shore Drive, and are required to provide the needed street
improvements. Planning for an interchange at 1-10 and Portola Avenue has also
become clearer.

City of Palm Desert and City of Rancho Mirage staff met with RCTC staff to discuss the
options for this STP funding. RCTC staff indicated that the funding could be converted
to federal STIP funds and divided between the cities at the same ratio in which it was
awarded. This results in approximately $1,193,970 for the City of Palm Desert and
$600,884 for the City of Rancho Mirage. Federal STP funding is currently more stable
and predictable than the state STIP program. However, we would need to guarantee
the Monterey Avenue widening with local funding. Since the 1-10 and Portola Avenue
project is several years away from construction and will probably have funding from
several sources, exchanging funding sources between these projects may improve the
timely and efficient use of the funds.
Therefore staff requests City Council, by minute motion, authorize the transfer of the
$1,193,970 in local and/or Measure "A" funds from the 1-10 and Portola Interchange
project to the Monterey Avenue Widening project, and transfer of the same amount in
STIP/STP funds from the Monterey Widening project to the Portola interchange project.
The City of Rancho Mirage is also considering the appropriate course of action on this
matter.

Dear Mr. Ortega :
As discussed at previous RCTC Technical Advisory Committee meetings, the
State's budget crisis has had detrimental impacts on the State Transportation
Improvement Program (STIP) resulting in significant delay:, to project allocations
and delivery schedules.
The California Transportation Commission (CTC) is struggle;- with the issue of not
having enough funds to allocate to projects. Caltrans and ib ; CTC have prepared a
cash flow forecast that estimates $1 .8 billion available fc r the State Highway
Operation and Protection Program (SHOPP) and STIP projects that covers an 18-
month period from J� luary 2003 to June 2004. In addition, they have prepared
allocation plan for unallocated SHOPP and STIP projects programmed in fiscal year
2002/03.
Out of approximately $707 million of unallocated STIP projc :ts programmed in FY
2002/03, the CTC approved the allocation of $590 millio 1 at their April 2003
meeting. The $590 million was allocated to capacit / projects ready for
construction. Remaining unallocated projects are on a "p:nding" allocation list.
The balance of the $1 .8 billion will be allocated for SHOPI' projects as statutorily
required. It is likely that the remaining $117 million of unc ocated 2002/03 STIP
projects will be combined with the programmed but unalloc :ed 2003/04 projects,
creating a greater demand for future allocations with 1- ; additional capacity
identified in the 2003/04 fiscal year.

In order to facilitate project schedules, RCTC is asking lo';al agencies with STIP
s o consider other unuing options that may Ilow the agencies to
implement projects in a timelier manner. The foliowinc options would allow
agencies to forego STIP funds:
1 ) Trade STIP funds for future TEAS,-21 reauthorization funds (Surface
Transportation Program) in the same amount for the current project(s)
identified in the STIP. The project will need to be i.rnended in the Federal
Transportation Improvement Program (FTIP) which would take approximately
four months from the time it is submitted to SCAG for federal approval.
2) Locally fund the STIP projects and substitute another -)roject(s) for the same
amount with TEA-21 reauthorization funds. Project substitutions will need
to be programmed in the Federal Transportation Improvement Program
(FTIP). If the substitute project is a capacity expansion, it will be included in
the 2004 FTIP. Anticipated approval of the 2004 F 3"IP is fall 2004. If the
Ojec,t is a non-capacity project, then 1?n amenu,;::'.:T+" to toe FTIP IP could take
place in approximately four months from the time it is submitted to SCAG for
federal approval.
3) Locally fund the STIP project and substitute another project(s) for the same
amount in a future STIP. It is likely that programming capacity will be
available in the 2007/08 fiscal year and beyond. The same FTIP
requirements as mentioned above will be necessary.
Note: We anticipate TEA-21 reauthorization will occur by Suring 2004.
Each option would allow the STIP funds to lapse and return to Riverside County's
STIP share available for programming by RCTC in fiscal year 2007/08. If a local
agency does not choose any of the above options, they ma', continue to keep their
project in the STIP; however, RCTC and the focal agency wi!: have no control over

the timing of allocations by the CTC. RCTC staff is available to meet with you to
discuss the options.
Please inform us of your pre erred option by June 15, 2003. If you cl,-)ose option

cannot be amended into the FTIP and will need to he included in the 2004 FTIP
