Folkers, Assistant City Manager/Director of Public Works DATE: December 9, 1999 SUBJECT: CONSIDERATION OF TEMPORARY OPENINGS OF DELAWARE PLACE AND ROBIN ROAD FOR THE DURATION OF THE WASHINGTON STREET CONSTRUCTION RECCOMMENDATION By minute motion, approve the temporary opening from Tucson Homes onto Robin Road and based upon the final survey results from Delaware Place residents approve or deny the Delaware Place temporary opening. BACKGROUND Because of the extensive construction taking place along Washington Street between Fred Waring Drive and Hovley Lane East, businesses, institutions, and residential areas are impacted. These matters were discussed with the Project Area 4 Committee as well as with Council members and staff. Since the Tucson Homes development is a gated community, only residents, visitors and deliveries will be using Robin Road from Warner Trail to and from the gated community. The fire access gate has then opened on an interim basis with the matter being presented to the City Council for their approval. The Project Area 4 Committee approved this opening at their last meeting on November 15, 1999. With regard to the temporary opening of the barricade on Delaware Place west of Washington Street, the owners of the Tot Stop, Sherry and Stefan Mudry, met with Mayor Robert Spiegel, City Manager Ray Diaz, as well as staff from the Public Works Department, Sheriff's Department, County of Riverside, and Granite Construction to review their concerns. Staff initiated a survey of Delaware Place residents in order to determine the level of acceptance of such an opening. As at the preparation of this report staff has received responses indicating an 80% rejection of the temporary opening concept. Final survey results will be presented at the City Council Meeting. Therefore, staff recommends the opening of Robin Road access for the Tucson Homes project and based on final survey results, approve or deny the Delaware Place Opening on a temporary basis during the duration of the Washington Street construction and that the approved temporary opening(s) be closed when the Washington Street construction is completed. of:i2ica—�) RICHARD J. I am a resident of Delaware Place and I wish to express my strong opposition to this proposal. I do not believe it is appropriate to direct the Tot-Stop's commercial traffic onto our residential street. I had the potential time savings for the Tot Stop's customers measured (at 8:30am 12/3/99) by opening Delaware. The highest savings would be to those who could potentially save 1 minute and 15 seconds per trip, by inappropriately turning east down Delaware Place instead of going down 2 blocks to California, which is currently signalized at Washington and is the more appropriate route for commercial traffic of this type. The additional traffic on Warner Trail and Delaware Place will not only come from the Tot-Stop's customers, but from everyone else who realizes the m street is open. If you are unfamiliar with I • Delaware Place, it is important for you =- • and the Council Members to know that there are no sidewalks on Delaware, as r z shown in the photo at right. If you were Y >' ' to open Delaware Place, the additional traffic will occur at the precise time that -A*3-ritlt children are walking or riding bicycles * 7,, to and from Gerald Ford School. I hope you agree that it is entirely inappropriate to direct commercial traffic onto a residential street with no sidewalks, at the exact time that the most children are present. The temporary delay of approximately 1 minute per trip to a handful of commercial business patrons from a single business seems a very small inconvenience in comparison to the increased peril you will expose to dozens of the children of Palm Desert, both on Delaware, and crossing Delaware heading north or south along Warner Trail. Furthermore, opening Delaware Place will create the same type of traffic condition that resulted in a traffic fatality at Elkhorn & Fred Waring Drive before Elkhorn was ultimately closed. However, we feel it necessary for you the elected council members to be aware of the current situation we are unfortunately faced with in regards to the closure of Mountain View at Washington Street. We reside on Washington Street at Mountain View and can no longer turn onto Mountain View southbound from Washington Street. We have to pass our street and attempt to make a U turn on a very busy street. This is an unsafe maneuver and quite difficult to perform. We are also affected with no access northbound onto Washington Street from eastbound Mountain View. It disturbs us that no consideration was taken when the project was being planned. All of the other housing communities have convenient access.
