Folkers, ACM/Director of Public Works SUBJECT: TRANSPORTATION ENHANCEMENT ACTIVITIES APPLICATION PARTICIPATION DATE : October 13, 1995 RECOMMENDATION: By minute motion: 1 . Support the Transportation Enhancement Activities Application by Riverside County Transportation Department for the enhanced landscape of the Monterey Avenue, Cook Street and Washington Street interchanges with a 11 . 5 percent cost match and four year maintenance commitment. 2 . Authorize the appropriation of $126 , 000 from the Year 2000 fund reserve. BACKGROUND: The Transportation Enhancement Activities (TEA) Program is federal funding for projects directly related to transportation and planned to enhance the quality of life, in and around transportation facilities . These projects must be over and above the scope required to meet federal and state requirements . The current years application for TEA funds will permit the enhancement of the three I-10 interchanges that directly affect Palm Desert, Monterey Avenue, Cook Street and Washington Street. In prior years various enhancement project applications have only addressed Monterey Avenue and Washington Street with very little direct matching funds from other communities or agencies . Riverside County Transportation has agreed to be the lead agency in the application process and the City of Palm Desert would be the initial source of a required 11 . 5 percent project match and an initial four year maintenance commitment if the project is accepted for a grant award. The interchange landscape enhancement will be similar to that of the I-10 corridor through the Coachella Valley. The application will request $969 , 000 for the three interchange landscape projects with a $126 , 000 match commitment from the city. Also, to make the project viable and acceptable a four year maintenance commitment of $100 , 000 per year is requested. • Page 2 TRANSPORTATION ENHANCEMENT ACTIVITIES APPLICATION PARTICIPATION The TEA application will go through a project scoring review, and if successful the funds will be awarded. The award will be known about mid 1996 and any matching funds will not be required until the project is underway and maintenance funds will not be required until completion. Public Works staff is requesting the City Council to support this grant application with an appropration of $126 , 000 from the Year 2000 fund reserve . RIC ARD J. FQLKERS, P.E.
