HomeMy WebLinkAboutI-10 Enhancement Proogram Cook St Color Palette CITY OF PALM DESERT -MEMORANDUM- To: Honorable Mayor and Members of Council From: John Nagus, Community Arts Manager Date: May 28, 1998 Re: 1-10 ENHANCEMENT PROGRAM / COOK STREET COLOR PALETTE CONSIDERATIONS RECOMMENDATION: By Minute Motion approved AIPP Committee recommendation to postpone the planned painting of the Cook Street 1-10 interchange lizards to coordinate with planning efforts of the enhancement program consultants. DISCUSSION: At the April 23, 1998 City Council meeting, Council Member Dick Kelly inquired into the status of the painting of the Cook Street interchange lizards. The current plan is to paint the lizards a terra cotta and beige color. This color scheme was approved by AIPP and Council authorized staff to enter into a maintenance agreement with Caltrans. Councilman Kelly has requested that this work be accomplished in a timely manner. The City has received approval from Caltrans to proceed, and work is estimated by Public Works at approximately $2100. The current approval for this work is good through the end of the year. On Tuesday, May 5, 1998 I met with artist Will Nettleship, design consultant Nancy Palmer and representatives of the City, County, Caltrans and Cathedral City. The purpose of this meeting was to review a preliminary program created by Ms. Palmer which outlines jurisdictions, right- of-way, preliminary themes and landscape considerations for the entire 1-10 corridor. Mr. Nettleship will use this information as a starting point for preliminary concept development for the Monterey, Cook and Washington Street interchanges, and a design concept for Monterey. As part of this preliminary program, Ms. Palmer has suggested a color palette for each interchange which is one element of corridor wide identity. Attached is a memo which provides explanation into the color program, and its relationship to the Cook Street interchange. Will Nettleship is now under contract for design development services in collaboration with Nancy Palmer. The two consultants will meet soon to review the preliminary program and make any necessary revisions or adjustments based on commentary from attendees of the May 5 meeting. The consultants have been apprised of the request to have the lizards painted in the palette originally recommended, and have requested that the painting be postponed so that they may coordinate their efforts at Cook Street with the entire program created for the Monterey, Cook and Washington Street interchanges. At its May 12 meeting, the AIPP Committee reviewed the preliminary design guidelines in development, and agreed that it would be prudent to postpone immediate painting of the lizards so that the consultants can create a harmonious and integrated color palette for the three interchanges. The Committee is also aware of Council's desire to complete this work as quickly as possible, and have directed staff to convey to the consultants that time is of the essence. The color palette will be established, reviewed by AIPP and brought to Council for approval at its second meeting in June. Reviewed and Concur: 0 OHN J. PALMER, A.S.L.A. ttf9^`� 'p', PLANNING - LANDSCAPE ARCHITECTURE .4 i MEMORANDUM Date: May 6, 1998 To: • John Nagus, City of Palm Desert From: Nancy Palmer Subject: COLOR PALETTE SELECTION FOR THE I-10/COOK STREET INTERCHANGE I-10 REGIONAL DESIGN GUIDELINES STUDY The artwork existing at the.Cook Street interchange has served to ignite interest in pursuing transportation art projects across the Coachella Valley. The Regional Design Guidelines Study now under way is intended to provide a framework to assure a harmonious overall impression is achieved as the individual communities pursue implementation within their jurisdictions. The 60%submittal proposed that the precedent set at Cook Street—basing the design on Cahuilla basketry motifs--be continued across the Valley as a unifying theme with a suitable historical resonance. As with Cahuilla basketry,a three-color palette has been proposed for each interchange: the background color,which in all cases is natural gray concrete;the base color,which is a dark shade in a grayed tone complementing the concrete;and an accent color,which is a lighter shade in a dusty"desert"color. The 60%submittal organizes the color palette Valley-wide by using the dark shade as a community identifier. As part of the"Palm Desert Hardscape Zone",the Cook, Monterey and Washington interchanges are all proposed to have the same dark base color,currently recommended to be charcoal black. The Cook Street"lizard wall"is now and will continue to be unique along the whole I-10 Corridor in having a fractured-fin formliner texture as the background for the graphic images. All other existing concrete retaining walls have smooth natural- gray surfaces on which the design motif will be painted. Where new vertical concrete surfaces will be created during planned re-construction of the Ramon, Date Palm,Palm and Indian interchanges,a custom-designed basket-weave forntliner texture is proposed for the image background Concrete block units with scored surfaces will be used to create the gray basket- weave background for slope pavements. Of all these background types,the fractured-fin surface has the most pronounced "speckled"texture,which is created by the dark-gray gravel particles floating in the concrete mix This speckling effect is a significant part of the visual appeal of the fractured-fin texture. The charcoal-black base color for the Palm Desert Hardscape Zone was selected specifically because it works best with the speckling in the fractured-fin,thus allowing the overall color composition—and by extension the whole Zone palette--to look as if it were pre-planned rather than an after-thought. The burgundy accent color was proposed at Cook because the particular combination especially connotes a sense of timelessness and elegance_ A golden yellow,terra cotta,or even dusty rose accent color would also work. (It is perhaps worth noting that real fringe-toed lizards are speckled charcoal,dark brown,and light gray.) The burgundy zig-zag proposed to be painted on the lizard's back is an attempt to tie the lizard form to the mountainscape form on the barrier rail(the mountainscape itself being a true after-thought in this case,as you know). Also: please note that the"colorized"xeroxes submitted with the 60% package do NOT represent the"true"proposed color palette: the fractured-fin reads too dark,the charcoal is too blue-toned, and the"burgundy"is too purplish_ Please refer to the separate color chart for a closer idea of color intent(feel free to take it apart to juxtapose the specific colors). The color scheme currently on the City's"test lizard"on the railroad abutment is inconsistent with the proposed program in using a color rather than natural gray concrete as the image background. The yellow and orange do not have the grayed or dusty tones that would help them relate to the background of the composition. They do not have sufficient dark-light contrast to read as"base"and"accent" colors_ The raised eyeballs and dorsal dots have not been color-differentiated. It is also important that the lizards should not be colored by themselves. The rest of the composition—the column snakes,the mountainscape on the barrier rail,the triangles on the retaining wall,and any potential slope pavements—needs to be thoughtfully considered as a whole_ Of these elements,only the wall triangles have so far been left out of my 60%submittal, and I would be happy to incorporate a color proposal for them next time around. "I TRAFFIC CONTROL (If Applicable) . Permittee shall be responsible for arranging the services of a qualified traffic control contractor to provide any needed traffic control . The permittee shall arrange a meeting between his field representative, traffic control contractor, CALTRANS representative at least two (2) weeks prior to start of any work covered under this permit to arrange date and time of starting work and determine appropriate methods of handling traffic during the installations . AT LEAST 3 WORKING DAYS NOTICE SHALL BE GIVEN TO THE CALTRANS REPRESENTATIVE, PRIOR TO THE MEETING TO ALLOW TIME TO MAKE ARRANGEMENTS TO ATTEND THE MEETING. . Traffic control is authorized only between the hours of 9 : 00 a.m. to 3 : 00 p .m. and shall be open for use by traffic on Saturdays, Sundays, designated holidays and after 1 : 00 p .m. on Fridays or the day preceding a designated holiday. When a fixed holiday falls on Saturday, the preceding Friday shall be a designated holiday. When the fixed holiday falls on a Sunday, the following Monday shall be a designated holiday. Any traffic control which requires lane closure shall be in compliance with the appropriate traffic control plan. Where required by the plan, the use of a flashing arrowboard is MANDATORY. . Except for installing, maintaining and removing traffic control devices, whenever work is performed or equipment is being operated in the following work areas, the permittee shall close the adjacent traffic lane unless otherwise provided in the specifications : POSTED SPEED LIMIT WORK AREAS Over 45 MPH Within 6 ' of a traffic lane but not on a traffic lane . 35 to 45 MPH Within 3 ' of a traffic lane but not on a traffic lane . When traffic cones or delineators are used to delineate a temporary edge of traffic lane, the line of cones or delineators shall be considered to be the edge of the traffic lane; however, the permittee shall not reduce the width of the existing lane to less than 10 ' without written approval from the State ' s representative. The lane closure provisions of this section shall not apply if the work area is protected by permanent or temporary railing or barrier. Whenever vehicles or equipment are parked on the shoulder within 6 ' of a traffic lane, the lane area shall be closed.
