SUBJECT: REQUEST BY CVAG TO BE CO-APPLICANT FOR A $500, 000 GRANT
APPLICATION FROM THE STATE ENVIRONMENTAL ENHANCEMENT AND
MITIGATION PROGRAM ASSOCIATED WITH THE COOK STREET AND
MONTEREY INTERCHANGE PROJECTS
I . RECOMMENDATION:
Adopt Resolution No . 94-11; making application with CVAG to the
State Resources Agency and California Transportation Commission
for $500 , 000 in grant funds from the Environmental Enhancement and
Mitigation Program. Approve appropriation not to exceed $5 , 000
for grant application costs .
II . BACKGROUND:
The Environmental Enhancement and Mitigation Program is a state
program providing funds for enhanced environmental mitigation
associated with transportation projects . In connection with the
Cook Street and Monterey Avenue interchanges , the city and CVAG
have the opportunity to apply for a grant to acquire wildlife
habitat as enhanced mitigation beyond the minimum legal
requirements . Under an agreement with the U. S . Fish and Wildlife
Service, these projects will already pay a total of $55 , 800
towards preparation of the Coachella Valley Multiple Species
Habitat Conservation Plan (CVHCP) as mitigation for impacts on two
species covered by the plan and proposed for protection under the
Endangered Species Act. The grant application would seek $500, 000
to acquire habitat for these species in association with the
Fringe-Toed Lizard Preserve system. These funds will allow the
city to take a leading role in initiating implementation of the
CVHCP. The $55 , 800 interchange contribution, the CVHCP funding
and the Fringe-Toed Lizard fee program would serve as the required
local match. No other matching funds would be needed.
The application would be prepared by the staff of the Coachella
Valley Mountain Conservancy who is under contract with CVAG to
assist in CVHCP. Since grant proposals are beyond the scope of
their contract with the Conservancy, CVAG is requesting $5, 000
from the city to cover their additional costs .
