Folkers, Director of Public Works/City Engineer SUBJECT: ASSESSMENT DISTRICT 84-1 -- PUBLIC HEARING ON EMINENT DOMAIN PROCEEDINGS DATE: July 10, 1986 RECOMMENDATION: By minute motion, approve the acquisition of easements for Southern California Edison Company. BACKGROUND: This public hearing for Assessment District 84-1 involves the acquisition of easements for the relocation of Southern California Edison facilities in the form of overhang, diagonal overhang and anchor easements. During a meeting held April 14, 1986, with Southern California Edison, the Public Works Department was informed that additional rights-of-way in the form of grants of easement were needed to accommodate the city's proposed street improvement project. The cost of securing the easements and relocating the facilities is the city's respon- sibility. Appropriation of funds for relocating the utilities was part of the original assessment district. The additional expense of acquiring the easements for the relocation of the power poles should be covered by the amount previously established for utility relocations in the Confirmed Engineer's Report. The purpose of this public hearing is to determine whether the public interest and necessity require the acquisition of certain properties for the assessment district. Counsel for the assessment district will be present to answer ques- tions concerning these proceedings.
