BACKGROUND: Ella Mae Manor was first appointed to serve as the City's representative to the subject advisory committee in April 1993. Since that time she has been reappointed to successive two-terms in that capacity and, when asked, graciously agreed that she would be pleased to continue her service. She has been a faithful friend of the City, not only serving in this capacity, but also as Chair of the City's Library Promotion Committee. The term of your City's appointed representative, Ella Mae Manor, has expired. The next CFLAC meeting is scheduled for January 20, 1999, at the La Quinta Library in La Quinta. In order to have continued representation on CFLAC, a new appointment of a representative or reappointment must be made by the City Council. Your current representative is welcome to attend CFLAC meetings until the new appointment is made. Please forward a copy of the City's Council action on a CFLAC appointment for a new two year term to me as soon as possible. FROM: COUNTY EXECUTIVE OFFICE SUBMITTAL DATE: February 16, 1999 il'Ldgi SUBJECT: Review of County Advisory Boards and Commissions and Revisions to Board Policy A-21 RECOMMENDED MOTION:That the Board of Supervisors receive the attached report regarding County Advisory Boards and Commissions and: 1 } Approve the recommendations listed in Attachment A; 2) Approve the recommended revisions to Board Policy A-21 as specified in Attachment B; 3) Direct the Clerk of the Board to provide each Board Member with monthly reports highlighting each vacancy requiring appointment action by the Board. Reports should provide 60-90 days advance notice of routine vacancies. BACKGROUND: On September 1 (Item 3.56) the Board directed the Executive Office to review the scope of Riverside County's Boards and Commissions and develop a report on the relevancy of each. Specifically, the Board indicated an interest in recommendations on which advisory groups should be maintained/disbanded, whether the membership of any panels should be adjusted, and the status of an automated process to track individual appointees and their terms of service. Background ` data and recommendations were provided by the department(s) most directly associated with each board/commission; Executive Office recommendations were then prepared regarding each. Attachment A provides a Summary of Recommendations for each Advisory Board/Commission. Attachment C provides a compendium of information gathered for individual advisory bodies. The Clerk of the Board reports that the ability to automatically track the status of advisory board appointments currently exists, and is in use. To ensure that this process remains effective, the Department is converting this data to a database program which is fully Year 2000 compliant; this effort is nearly completed. Monthly reporting on vacancies (anticipated and actual) will aid the Board in making appointments to these panels as required. On November 17, the Board indicated potential interest in removing "term limit" provisions which currently apply to appointments to Advisory Boards/Commissions/Committees (as currently specified in Board Policy A-21 ), and directed staff to review this concept. A recent amendment to "term limits" provisions was inspired by a February 23, 1993 proposal by Supervisor Larson. Among the issues raised was the fact that a 1983 "grandfather" clause which exempted existing appointees from term limits had led to some instances where individuals had served in excess of 25 years. In recommending deletion of the "grandfather" provisions, Supervisor Larson pointed out that "to not reappoint an excellent public servant is seen as silent criticism even though the intent is solely to allow for varied citizen participation, hence absent a rule to the contrary, change is difficult." The Board ultimately adopted a sunset clause which allowed individuals appointed prior to 1983 to complete their current term of appointment, becoming ineligible for reappointment after that point. It is also recognized that the number of advisory boards, and the tightly-defined eligibility requirements for appointment to some panels, may be having an unintended consequence of complicating the task of filling advisory posts. In some instances, this situation can become more perplexing when "term limits" prevent reappointment of individuals who have served well and are interested in continued participation. To address this situation, it is recommended that the Board consider recommended amendments to Board Policy A-21 as outlined in Attachment B. On December 8, the Board directed staff to coordinate with Supervisor Venable regarding this report. The outcome of this process is reflected in the document which now includes the Supervisor's recommendations regarding several specific advisory bodies. In each instance, these recommendations supersede the E.O. recommendation and represent the action presented to the Board for consideration/approval. Also on December 8, a question was raised regarding the advisability of combining several Appeals Boards (e.g., Structural, Mechanical, Electrical, Plumbing, etc.) to simplify the appointment process. Upon further examination, it is believed that combining several of those Boards may have the unintended consequence of limiting the expertise in each area (if it were comprised of only one or two individuals with knowledge of a particular area as opposed to a panel of appointees with similar background). A resident of each city and each library district that is a member of the Riverside County Free Library system (9). Member from each city to be appointed by the city council. Member from each library district to be appointed by its governing body.
