SUBJECT: Fred Waring Drive
Council instructed staff to meet with representatives of adjoining
jurisdictions and CVAG to look at the long range plans for Fred Waring
Drive. That meeting was held on October 5 with the other cities and
Palm Desert staff members Dick Folkers, David Yrigoyen, Carlos Ortega
and myself present.
In addition to this memorandum, reports from Messrs . Folkers and Ortega
are part of this item, outlining engineering and cost issues .
The voiced concern of residents along Fred Waring Drive generally from
San Pablo to Cook Street is the uncertainty of the future of the
street. Presently designated on the city' s general plan as a four lane
road, the CVATS (Coachella Valley Area Transportation Study) identifies
this road as a six lane thoroughfare in 2002 or 2003 .
Currently, the traffic levels do not warrant increasing the number of
travel lanes . Further, jurisdictions to the east, specifically the
City of Indian Wells, do not anticipate widening Fred Waring Drive to
six lanes in the immediate future.
Projected traffic flows suggest that possibly in 2004 traffic levels
may necessitate a restudy of the existing street configuration and
possible widening. Until that time, however, it is clear that Fred
Waring Drive should not be widened.
Residents in the area have voiced concerns about the existing
uncertainty of Fred Waring Drive ' s future. All of us would like to
give 20 or 30 year assurances of what will or will not occur. However,
statements projecting that far into the future would be guesses at best
and I feel irresponsible to those impacted.
We can, however, commit that until 2004 the street will remain in its
current configuration. Further, that in 2004 a new study will be
undertaken to determine if a change is warranted at that time.
This ten year commitment should answer those who are concerned with
refinancing or constructing home improvements--they can proceed. It
should also be mentioned that if after 2004 homes need to be acquired,
they will be purchased at full market value. In other words
appropriate compensation will be given any time property is acquired.

Concern has also been raised regarding pedestrian use of Fred Waring.
A proposal completed by the public works department can resolve this
issue if those residents along Fred Waring so choose .
In conclusion, it is recommended that Fred Waring Drive remain a four
lane street and that in 2004 be revisited to determine if widening is
warranted at that time .
