SUBJECT: UTILITY EASEMENT FOR BLM/SANTA ROSA MOUNTAINS SCENIC AREA
VISITORS ' CENTER

Recommendation:
By minute motion, pass the attached Resolution granting an easement
for utility purposes to Southern California Edison.
Background:
Westinghouse Desert Communities has conveyed the six acre parcel on
the southerly City limits along east side Highway 74 to the City of
Palm Desert. The City is working with BLM to construct Santa Rosa
Mountains Scenic Area Visitors ' Center on this parcel . The City
has agreed to convey this parcel to BLM so as to allow Federal
dollars to be spent on this property for the construction of the
building; however, the City will retain certain pieces for specific
City purposes .
Southern California Edison will provide electricity to the
Visitors ' Center from the west side of Highway 74 . An easement
granted to Southern California Edison will allow electric utilities
to be placed on/along City property to serve the Center. The
granting of an easement by the City to Southern California Edison
is much easier than the granting of an easement by the Bureau of
Land Management.
The attached Resolution grants Southern California Edison an
easement over City property. The electric facilities will be
underground except the transformer, which will be placed behind the
future BLM trash enclosure.
Staff recommends that the City Council, by minute motion, pass the
attached Resolution granting Southern California Edison an easement
for utility purposes .

RESOLUTION NO. 93-48
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, GRANTING AN
EASEMENT ON CITY PROPERTY TO SOUTHERN CALIFORNIA
EDISON FOR UTILITY PURPOSES
WHEREAS, the City of Palm Desert has title to certain real
property at the southerly city limits along the east side of
Highway 74 ; and
WHEREAS, the intent of the City of Palm Desert is t convey the
six ( 6 ) acre parcel to the Bureau of Land Management for the
purpose of constructing, operating, and maintaining a Santa Rosa
Mountains Visitor' s Information Center; and
WHEREAS, Southern California Edison is the elec
tricity

provider in our area, and electricity is necessary for the
functioning of this center; and
WHEREAS, an easement granted to Southern California Edison
will allow the procession of electrical utilities to this site.
NOW, THEREFORE, BE IT RESOLVED as follows :
SECTION 1 : That the City Council of the City of Palm
Desert grant an easement to Southern California Edison for the
provision of electrical utilities .
SECTION 2 : Authorize the Mayor to execute the Grant of
Easement (attached hereto and made part hereof as Exhibit "A" ) .
PASSED, APPROVED, and ADOPTED by the City Council of the City
of Palm Desert, California, at its Regular Meeting held on the 10th
day of June, 1993, by the following vote, to wit :
AYES : SNYDER, WILSON, BENSON
NOES : NONE

In response to the City of Palm Desert's request for electric service, the Edison company will need
an easement in order to construct and maintain the electric facilities to the Santa Rosa Mountains
National Scenic Area Visitors Center. A sketch is enclosed showing the location of the proposed
facilities
You will also find enclosed an original and copy of a Grant of Easement. Please have the authorized
officers of your City execute the original. Their signatures must be notarized.
Please return the signed and notarized document in the envelope provided for your convenience.
The copy of the easement may be kept for your files.
