SUBJECT: Request for Grant of Easement for Southern California Edison located
on the north side of Country Club Drive adjacent to Freedom Park
school site approximately 125 feet east of Resorter Blvd.
I. Recommendation
By minute motion,that the City Council approve the Grant of Easement for Southern
California Edison located at the north side of Country Club Drive adjacent to the
Freedom Park school site approximately 125 feet east of Resorter Blvd.
II. Executive Summary/Discussion
Southern California Edison has submitted a request for an easement totaling 126
square feet (14'x9') on the north side of Country Club Drive approximately 125 feet
east of Resorter Blvd. adjacent to the Freedom Park school site. This proposed
easement will be in addition to the existing easement which runs along Country
Club Drive and it is needed to allow access to a new capacitor bank which is
scheduled to be installed. The capacitor bank, according to SCE, will provide
necessary changes to the existing electrical circuit,which will better serve Freedom
Park, the elementary school and the adjacent residential development. The
requested easement location will not interfere with either Freedom Park or the
elementary school.
The Department of Public Works reviewed the request and found it acceptable.
Staff recommends that the City Council approve the request and authorize the
Mayor to execute the Grant of Easement.

In order for the Southern California Edison Company to continue to provide customers with quality electrical
service, some electrical changes are required to a portion of an electrical circuit that passes through the above-
referenced location. These changes require the installation of some new electrical equipment. To implement these
changes,it is necessary for Edison to acquire rights of way from you.
Specifically,Edison will need an easement to permit the installation and maintenance of electrical facilities on north
side Country Club Dr. east of Resorter Blvd. in the city of Palm Desert. The enclosed assessor's parcel map shows
the location of the proposed easement.
Enclosed please fmd an original and one copy of a Grant of Easement. Please have the original Grant of Easement
signed, have the signatures notarized and return to Steve Mannix at 17332 Irvine Blvd., suite 140 in Tustin, CA
92780. Please ensure that the notary stamp is clear and legible to aid in recording by the County Recorder's Office.
If you prefer the Edison Company to arrange for a notary service please contact Steve Mannix at(714)368-
1870 ext.223.Please keep the map and the copy of the easement for your records.
Once the Grant of Easement and Encroachment permits are obtained, Edison plans to install voltage regulation
equipment at this site.The type of equipment required to provide best service at this time is called a capacitor bank,
commonly used throughout the Edison service territory. A capacitor bank is a compact modular green painted box
approximately 5'x5'x4'. A capacitor bank is a quiet device and will be placed on a pre-cast concrete structure that
will be level with the existing grade. Some trenching will be required to allow buried conduit to be connected to the
capacitor bank.Landscaping affected by the installation will be returned to its original condition at the completion of
the work. The actual installation should take no more than two days. The enclosed photograph shows what the
capacitor bank will look like installed.
The Southern California Edison Company sincerely appreciates your cooperation on this issue.All planned work for
this easement will be done at no cost to you, our customer.Future maintenance of equipment installed will be at the
expense of Edison and will be solely Edison's responsibility.

A 14.00 FOOT WIDE STRIP OF LAND LYING WITHIN A PORTION OF THE SOUTHWEST QUARTER OF
FRACTIONAL SECTION 1, TOWNSHIP 5 SOUTH, RANGE 6 EAST, SAN BERNARDINO MERIDIAN, LYING

property. The Grantee, and its contractors, agents and employees, shall have the right to trim or cut tree roots as may endanger or
interfere with said systems and shall have free access to said systems and every part thereof, at all times, for the purpose of
exercising the rights herein granted;provided, however, that in making any excavation on said property of the Grantor, the Grantee
shall make the same in such a manner as will cause the least injury to the surface of the ground around such excavation, and shall
replace the earth so removed by it and restore the surface of the ground to as near the same condition as it was prior to such
excavation as is practicable.
