Civic Center Site - Master Plan
i I • • V BY RDA \�, INTEROFFICE MEMORANDUM ON CITY OF PALM DESERT , -�r��' VERIFIED tO DATE : JANUARY 14, 1986 Original an file with City Clerk's Oth TO: REDEVELOPMENT AGENCY BOARD FROM: EXECUTIVE DIRECTOR, RDA SUBJECT: MASTER PLAN FOR CIVIC CENTER SITE RECOMMENDATION: That staff be authorized to seek request for proposals in accordance with attached proposal from planning consultants to develop a master plan for the land to be acquired. BACKGROUND: At its meeting of November 14, 1985, the Agency Board held a public hearing and passed a resolution of necessity for the acquisition of approximately 62 acres adjacent to the City Hall . Based on such action, I have instructed Agency Counsel to proceed with the filing of a condemnation lawsuit to acquire the property. If we choose to take immediate possession at this time , Legal Counsel indicated that we could do so by the end of March or beginning of April . The reason why I am requesting that we be authorized to do a master plan for the site as soon as possible is because we already are being faced with decisions on where we will accommodate certain uses . For example : Do we want to keep the YMCA site in the current location , which is essentially in the middle of the property? Do we want to develop San Pablo Park in the current designation, which is right north of the City Hall site? Where will we locate the Sheriff' s Substation? In addition, the Boys Scouts have indicated that they would like to be included in some sort of Civic Center complex, whereby they could build their own building. While some of these issues could wait, there are two of them that need essentially immediate resolutions , these being the location of the YMCA and the Sheriff ' s Substation . I have been contacted by people connected with the YMCA and indications are that soon there will be a decision on construction of the YMCA facility, and that if we intend to have them located in a different place of the parcel that we should make such a decision . In regards to the Sheriff's Substation, the County is vitally interested in the facility as a result of their decision Indio. In that remodeling , they are not providing for all of their needs because they are counting on the Palm Desert Sheriff' s Substation . On Tuesday , January 7 , 1986 , I and Agency Legal Counsel met with the County to work on a reimbursement agreement that would allow us to build or finance such a facility for the County . The Sheriff' s Department indicates that plans are already being drawn for the Indio remodeling project , and that we need to proceed as quickly as possible so that both facilities may come on line at the same time . One of the tasks that will face the master plan consultant will be to determine what may be the future uses of the site through a series of meetings with citizens , Planning Commission , City Council , staff and other public agencies . Our recommendation is that the consultant be involved from the beginning and proceed with us through the process of determining the needs before a master plan is drawn . In our opinion , this makes it necessary to proceed with hiring the consultant as soon as possible . gl..4‘...'0`dr042r-42-1 Carlos L . Orte Executive Director mh cc : City Manager The City of Palm Desert and the Palm Desert Redevelopment Agency are in the process of acquiring approximately 62 acres of property located on the northeast corner of Fred Waring Drive and San Pablo Avenue behind the present Civic Center site. It is the intention of the City and Agency to acquire the property for the siting of various needed facilities to provide services for the citizens of Palm Desert. Among the proposed facilities will be a large Civic Center Park Site providing various recreational needs as determined through the public meeting process . PROJECT DESCRIPTION: The City and Agency will seek proposals for the master planning and master planning process of the site to be acquired. Such a master planning process will include but not be limited to: a. Working closely with City and Agency staff for the purpose of input in the planning of the site and determining conformity with the City's General Plan, etc. b. Contacting various government agencies to determine an interest in the planning of the site. c. The attending of public meetings for the purpose of public input in the planning of the site. d. The development of a site draft plan. e. The attending of public meeting for the purpose of presenting the draft plan. f. The development of a site master plan. g. The attending of the public meeting process for the purpose of formal acceptance of the master plan. PROPOSAL FORMAT: Your proposal shall include the following: a. Cost estimate for project and proposed phases. b. The firm' s approach to the design of this facility with attention to creativity, low maintenance, safety and aesthetics. c. The scope of work with detailed, estimated time schedule by work element . d. Resumes of the project manager and all other individuals to be involved in the project , and a bar chart indicating the degree to which each will be directly involved in any aspects of the project . e. A reference section which describes the consultant's resources to perform the work, including, but not limited to: Consultant's prior experience on similar projects, ability to produce projects within budget, list of facilities designed during the last five years, and five references . SELECTION PROCESS: All proposals will be reviewed and screened by the City and Agency. The City and Agency will reduce the applicants to the top three firms. These firms will be requested to appear before an interview board for final selection and recommendation to the City Council and Agency Board for its approval . The following criteria shall be used in selecting the firm for this project: a. Reasonableness of fee requested to do the work. b. Demonstrated record of success by the consultant on work previously performed for the City and for other municipalities. c. Ability of the consultants to perform the specific tasks outlined in the RFP. d. Amount and quality of time key personnel will be involved in their respective portions of the project . e. Specific method and techniques to be employed by the consultant on the project. f. Time period for completion of project. PRE-PROPOSAL CONFERENCE : A meeting with City and Agency staff may be arranged approximately one week prior to submittal of the proposal .
