JANES SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT PUBLIC HEARING Recommendation: That the City Council accept proposals during our public hearing for this year's Community Development Block Grant(CDBG)allotment,but no action is required. Background: This year's CDBG funding cycle is for FY 2000-2001,and the City will be receiving approximately $240,000. Then 85%or$204,000 has to go toward capital improvement projects, and the remaining 15%or$36,000 is to be given to local non-profit public service agencies. In order for agencies to be eligible,they have to document that at least 51%of their clients fall into either the low or moderate income categories. Furthermore, as we have done the past four years,the Outside Funding Agency will make the funding recommendations to the City Council. Our deadline for this year's CDBG application is Friday,November 19th, and staff will take the Outside Agency Committee recommendations to the December 9th City Council meeting. The City has to submit a final CDBG proposal to the County of Riverside/Economic Development Agency by Friday,January 14th. The Act provides the City with federal funding for qualified projects. The City is in the process of considering proposals for 2000/01 Community Development Block Grant 26th Year Entitlement Funds, to be applied for by Friday, November 19, 1999, by 5:00 p.m. Projects which can receive funding are those which benefit the low and moderate income population of the City, seniors, developmentally disabled, victims of domestic violence, and the homeless. Projects such as park development, public facilities development or repairs, recreational facilities, housing and community service programs are eligible. Applications are available by contacting Ray L. Janes at (760) 346-0611, or upon written request to the City of Palm Desert, Attention: Ray L. Janes, 73-510 Fred Waring Drive, Palm Desert, California 92260. Applications are due by Friday, November 19, 1999, by 5:00 p.m. THE CITY COUNCIL WILL CONSIDER PUBLIC COMMENT AND REQUESTS FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AT ITS MEETING OF NOVEMBER 18, 1999. All interested parties should attend the City Council Meeting of November 18, 1999, at 7:00 p.m. to present ideas and proposals for the City's use of 26th Year Community Development Block Grant Funds. /j.
