SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING
RECOMMENDATIONS FOR 1999/00
Recommendation:
That the City Council approve the recommendations from the Outside Agency Funding
Committee for 1999/00 Community Development Block Grant funding.
Oackground:
The City will be receiving a total allotment this year of$235,154. Of these funds 85%or
$199,880 has to be used toward"Capital Improvement or Equipment Projects"; and the
remaining balance of 15%or$35,273 is to be disbursed among local"Public Service Agencies".
Therefore, using this criteria the Charitable Contribution Committee at its' meeting on January 5,
1999,recommended grants be awarded to the following agencies who have demonstrated that at
least 51%of the people they serve are from either low or moderate income households.
CAPITAL
1. Foundation for the Retarded of the Desert $65,000.00
2. Home Improvement Program-Redevelopment Agency $25,380.00
3. College of the Desert Foundation $50,000.00
4. Riverside County Housing Authority $ 8,500.00
-Nightengale Manor Homeless Shelter
5. John F. Kennedy Memorial Foundation $35,000.00
6. Joslyn Cove Senior Center $ 6,000.00
7. ABC Recovery Program $10,000.00

1. Shelter from the Storm $11,773.00
2. FIND (Food in need of distribution) $ 9,000.00
3. FISH of the Lower Coachella Valley $10,000.00
4. Riverside County Department of Social Services $ 2,000.00
5. Coachella Valley Boxing Club $ 2,500.00

SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT RECIPIENTS FOR
FY 1999/00
The following is a list of this year's Community Development Block Grant recipients, and a brief
summary which describes how their funds will be used in the upcoming year:
CAPITAL
1. Foundation for the Retarded of the Desert $65,000.00
To build a new workshop for their embroidery business.
2. Palm Desert Redevelopment Agency $25,380.00
For their Home Improvement Program.
3. College of the Desert Foundation $50,000.00
They recently received an $8 million state grant to be used toward the wiring
of their buildings with fiber optics for computers and teleconferencing. They
currently need to secure an additional $250,000 from local donors to receive
the last $4 million of the $8 million grant.
4. Riverside County Housing Authority -Nightengale Manor Homeless Shelter $ 8,500.00
To repair six (6) kitchens in their 16 unit facility located in Palm Springs.
5. John F. Kennedy Memorial Foundation $35,000.00
To establish a new"Well Care Clinic"to provide low cost health care.
6. Joslyn Cove Senior Center $ 6,000.00
To purchase a new digital telephone system.
7. ABC Recovery Program $10,000.00
To build a new Community and Education Center at their substance abuse
facility in Indio.

1. Shelter from the Storm $11,773.00
To provide assistance to victims of domestic violence.
2. FIND (Food in need of distribution) $ 9,000.00
Food distribution to people in need.
3. FISH of the Lower Coachella Valley $10,000.00
Food distribution to people in need.
4. Riverside County Department of Social Services $ 2,000.00
Emergency Cold Weather Shelter using local Armories and motel vouchers.
5. Coachella Valley Boxing Club $ 2,500.00
For their youth boxing program (members from Palm Desert - 22)
