SUBJECT: 1999/00 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC
HEARING

RECOMMENDATION
That City Council consider the requests for use of our 1999/00 Community Development
Block Grant funds and direct staff to work with applicants to develop eligible projects.
BACKGROUND
The purpose of this public hearing is to accept requests from outside agencies for CDBG
funding from our 1999/00 entitlement of approximately $235,000. At a later City Council
meeting, staff will make a recommendation for use of funds for council approval and submit
an application to the Riverside County Economic Development Agency. Staff will accept
applications from interested organizations until Friday, December 11, 1998.
The goal of the Community Development Block Grant Program in Palm Desert is to
develop affordable housing, a suitable living environment and increase economic
opportunities by supporting activities that benefit low/moderate income individuals of our
community. Eligible activities include housing and public facilities rehabilitation, aid
organizations that assist battered spouses, the homeless, physically challenged, senior

citizens, and other persons presumed by HUD to be of low/moderate income. Activities
funded in previous years have included the following: a child care training program,
construction of the COD Child Development Center, a food pantry for low income
individuals with AIDS, rehabilitation of a medical center serving low income individuals,
installation of sidewalks and ramps in a predominantly senior neighborhood and counseling
for at-risk youths.

NOTICE OF HEARING
The City of Palm Desert is a participant through the County of Riverside in the
Housing and Community Development Act of 1974. The Act provides the City with
federal funding for qualified projects. The City is in the process of considering
proposals for 1999/00 Community Development Block Grant entitlement funds, to
be applied for by Friday, December 11, 1998.
Projects which can receive funding are those which benefit the low and moderate
income population of the City, seniors, developmentally disabled, victims of
domestic violence and the homeless. Projects such as park development, public
facilities development or repairs, recreational facilities, housing and community
service programs are eligible.
Applications are available by contacting Ray L. Janes at (760) 346-0611, or upon
written request to the City of Palm Desert, Attention Ray L. Janes, 73-510 Fred
Waring, Palm Desert, California 92260. Applications are due Friday, December 11,
1998, by 5:00 p.m.
THE CITY COUNCIL WILL CONSIDER PUBLIC COMMENT AND REQUESTS FOR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AT ITS MEETING OF
THURSDAY, DECEMBER 10, 1998.
All interested parties should attend the meeting of Thursday, December 10, 1998,
and present ideas and proposals for the City' se of 1999/00 Community
Development Block Grant funds
