SUBJECT: 22ND YEAR CDBG REPROGRAMMING OF FUNDS TO BENEFIT THE JEAN M.
BENSON CHILD CARE CENTER
Recommendation:
That the City Council, by minute motion:
(1) approve and authorize a transfer, in the amount of $35,000, of the 22nd Year
Community Development Block Grant (CDBG) funds from the housing rehabilitation
appropriation.
(2) approve and authorize the reprogramming of $35,000 of the 22nd Year CDBG funds
into the Jean M. Benson Child Care Center �'ro am.

(3) approve an additional appropriation of additional 22nd Year CDBG funds in the
amount of $38,000 to the rehabilitation program.
Background:
The Housing Rehabilitation Program was appropriated $100,000 of the CDBG funds from the
22nd year CDBG funds allocation. In July, 1996, another $73,000 was temporarily assigned to
the rehabilitation program line item as a result of additional funds being received from HUD for
22nd year funding. These funds were temporarily placed in the rehab program line item pending
council action on the disbursement of such funds.
The Jean M. Benson Child Care Center will be operated by the YMCA as a result of the action
taken at the December 12, 1996, City Council Meeting. The YMCA has requested assistance of
start-up funds and first six months operating costs in the form of a one-time Community
Development Block Grant. Start-up funds are for the purpose of acquiring furnishings and
equipment needed to open the Center and begin recruitment and offer assistance to very low and
low income families toward tuition. The Center is scheduled to open in February 1997. Based
on this, the YMCA has requested reprogramming of the 22nd Year Community Development
Block Grant funds for this purpose.
In addition, of the additional $73,000 22nd year CDBG funds received, it is recommended that
the balance of $38,000 be reprogrammed to benefit the rehab program which is scheduled to
begin o fering I ns in mid 1997.

Dear Ray:
As you are aware,on December 12, 1996,the City Council/Redevelopment Agency approved a lease
agreement by and between the Agency and the Family YMCA of the Desert for the operation of the Jean
M.Benson Child Care Center at the Desert Rose affordable housing project.
The Family YMCA of the Desert, herein request reprogramming of the 22nd year CDBG funds to the
Jean M. Benson Child Care Center to be used as start-up funds for the purpose of acquiring furnishing,
equipment and sustain tuition assistance as needed to begin operations in February, 1997.
It is my understanding that the City of Palm Desert has non-appropriated funds(from the 22nd program
year)which can be reprogrammed for this purpose. After a conversation with Ms.Teresa La Rocca, it
was agreed that a total of$35,000 would be necessary; $15,000 of the amount requested is for the start up
costs and$20,000 is for tuition assistance for the first five(5)month of operations.
The YMCA has hired a Director for the Center and is currently working on getting the license approved,
develop a marketing plan, recruit and train staff,in addition to planning for a February grand opening.
The license application has been submitted to the Department of Social Services and a pre-license walk-
through has been completed,with a final walk-through scheduled for Monday, January 6, 1997.
Your prompt attention to this request will be greatly appreciated as there is no income currently being
generated by the Center thereby necessitating the infusion of start-up funds until we can begin recruiting
and registering children for the Center.
