SUBJECT: 21ST YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
Recommendation:
That City Council approve the staff recommendation for use of the
21st Year Community Development Block Grant funds and authorize
staff to file applications for use of such funds .
Background:
As a result of the public hearing on December 8, 1994, to consider
requests for CDBG funds, staff is prepared to make recommendations
for use of such funds and submit applications to the Riverside
County Economic Development Agency. Although the County has not
determined the City' s allocation for the 21st Year, staff
anticipates it will be approximately $180,000 .
Staff has considered six proposals for use of the funds . All serve
low and moderate income individuals and are subsequently eligible
for funding. However, because the total of $233,544 exceeds the
anticipated allocation of $180, 000, the City will not be able to
grant all of the requests in full . After consideration, staff
recommends funding all of the applicants in full except for
Foundation for the Retarded, for which the City would then be able
to provide partial funding. With Council ' s approval, the City' s
allocation would be distributed as follows :

As shown above, the Foundation for the Retarded has requested
$152,600 to expand their facility to meet increased demands for
enrollment in their program. Based on the anticipated allocation
of $180,000 and full funding of the remaining five projects which
add up to $80, 944 , the Foundation would receive $99, 056 . Should
our allocation be more or less than expected, the Foundation' s
grant will increase or decrease accordingly. Staff has discussed
this with the Foundation for the Retarded, and they are attempting
to secure the balance needed by applying for CDBG from the
Riverside County Board of Supervisors and the cities of Indio,
Desert Hot Springs, and Cathedral City. Staff has been in contact
with these cities to convey to them our support of the project. As
the application deadlines at these cities are later than ours, we
will not know until as late as mid-February whether they are
willing to fund the project. If they choose not to support the
project, Foundation for the Retarded is prepared to raise the
needed funds in private donations . Should these cities agree to
support the project along with Palm Desert, administration will
fall to the Riverside County Economic Development Agency as the
coordinator of multi-agency CDBG projects .
If the City Council concurs with this recommendation, the
distribution of the City' s CDBG allocation for the last six years
will be as appears on attached Table A.
At the December 8th meeting, Council asked staff to determine
whether our applicants had requested assistance from neighboring
cities and, if so, at what level . Attached Table B illustrates the
findings . It cannot be determined at this point whether the other
cities will grant the requests becuase their application deadlines
vary from late January to mid-February. There was one duplicate
request made by Shelter from the Storm to Palm Springs in the
amount of $10, 724 for ceiling fans . Shelter from the Storm' s
intention is to secure funding from another source if Palm Desert
does not grant their request; Shelter will withdraw their
application from Palm Springs if Palm Desert approves funding.
This is a common strategy among grant applicants . Duplication of
CDBG funding is prevented by review of all grant applications at
county level .
As an informational note, staff intends to improve upon the grant
process next year by participation on an ad hoc committee
consisting of area CDBG administrators and, if possible, local
councilmembers, to be coordinated by Riverside County CDBG staff.
The purpose of the committee would be to determine community needs
and ensure that the grant is distributed so that those needs are
met as effectively as possible, perhaps by obtaining consensus on
a particular public service or by pooling our allocations to
accomplish a large project to serve all cities involved. Such a
committee has not been formed in the past, and after discussion of
it, County and City staff are in agreement that it would improve
upon the current process .
City of Palm Desert council and staff members are also encouraged
to keep next year' s grant in mind for public improvements within
the city that will serve the low and moderate income population.
An example of such an improvement is the Barrier-Free Project to
install sidewalks and wheelchair-accessible ramps in the
neighborhood surrounding the the senior center.
