SUBJECT: 21ST YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC
HEARING
Recommendations :
That City Council consider the requests for use of our 21st Year
Community Development Block Grant (CDBG) funds and direct staff to
work with applicants to develop eligible projects .
Background:
The purpose of this public hearing is to accept requests from
outside agencies for CDBG funding from our 21st Year entitlement of
approximately
pp imately $180, 000 . At the January 12th council meeting, staff
will make a recommendation for use of funds for council approval
and submit an application to the Riverside County Economic
Development Agency. Staff will accept applications from interested
organizations until Wednesday, December 21, 1994, in order to
submit a final application to the County in a timely manner.
The goal of the Community Development Block Grant Program in Palm
Desert is to develop decent housing, a suitable living environment
and increase economic opportunities by supporting activities that
benefit low/moderate income individuals of our community. Eligible
activities include housing and public facilities rehabilitation and
improvement, and aid to organizations that assist battered spouses,
the homeless, physically challenged individuals, senior citizens
and other persons presumed by HUD to be of low/moderate income.
Activities funded in previous years have included a child care
training program, construction of the COD Child Development Center,
a food pantry for low income individuals with AIDS, rehabilitation
of a medical center serving low income individuals, installation of
sidewalks and ramps in a predominantly senior neighborhood and
counseling for at-risk youths .

NOTICE OF HEARING
The City of Palm Desert is a participant through the County of
Riverside in the Housing and Community Development Act of 1974 .
The Act provides the City with federal funding for qualified
projects . The City is in the process of considering proposals for
1995-96 Community Development Block Grant 21st Year entitlement
funds , to be applied for by December 21, 1994 .
Projects which can receive funding are those which benefit the low
and moderate income population of the City, seniors,
developmentally disabled, victims of domestic violence and the
homeless . Projects such as park development, public facilities
development or repairs , recreational facilities, housing and
community service programs are eligible.
Applications are available by contacting Stephanie Smith at

RE: Palm Desert's 21st Year CDBG Public Hearing and Application
Process
The City of Palm Desert will be holding its public hearing for 21st
Year Community Development Block Grant (CDBG) proposals on
Thursday, December 8, 1994 at 7 p.m. in the Council Chambers .
Interested parties are encouraged to attend to present a brief
proposal for use of funds , but will not be required to attend in
order to apply for and be eligible for funds .
A 21st Year CDBG application is enclosed. One original and three
copies of your application will be due to the City on December 21,
1994 . This will allow sufficient time for staff to review
applications before approval at the January 12th City Council
meeting and to submit them to the County before its deadline of
January 17 , 1995 .
Also enclosed is a summary of the CDBG Handbook prepared by the
County which may be helpful to you in completing your application.

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)
OBJECTIVES AND GOALS
The objectives of the Community Development Block Grant Program (CDBG) are to develop decent
housing, a suitable living environment and increase economic opportunities in the community. Program
activities should have the following goals:
1. Eliminate or prevent slums, blight, or deterioration of neighborhoods and property.
2. Eliminate conditions detrimental to health, safety, and public welfare through rehabilitation, code
enforcement and demolition.
3. Conserve and expand the County's housing stock and housing opportunities.
4. Increase community services.
5. Preserve property with special historic value.
6. Stimulate private investment to reduce economic distress and create employment for low and
moderate income persons.
ACTIVITIES ELIGIBLE FOR FUNDING
A. Basic eligible activities include the following:
1. Acquisition, construction, rehabilitation, or installation of certain publicly owned
facilities such as:
A. Parks, playgrounds and recreational facilities.
B. Senior Centers, except 24-hour residential care facilities.
C. Centers for the handicapped, except 24-hour care facilities.
D. Neighborhood facilities.
E. Fire protection facilities and equipment.
F. Parking facilities.
G. Street improvements.
H. Flood, drainage, or sewer facilities.
I. Other improvements vital to a community's development.
2. Acquisition of property that is: appropriate for low or moderate income housing; of
historic value; appropriate for beautification or conservation of open spaces.
3. Clearance and demolition of buildings and land which may be a health and safety hazard
to the community. Interim assistance or temporary help to alleviate harmful or
dangerous conditions.
4. Removal of architectural barriers which restrict the mobility of handicapped persons.
B. Rehabilitation and preservation of buildings and improvements, both publicly and privately
owned. Authorizes the County's acquisition and rehabilitation financing of private properties
as well as code enforcement and historic preservation activities.

C. Eligible economic development activities.

PROJECT CRITERIA
Will the project or program being proposed:
1. Principally benefit low and moderate income persons. Benefit to low and moderate income
person can be demonstrated as follows:
A. Project is located in a census tract containing at least 51% low and moderate income
persons.
B. A project's service area overlaps a census tract(s) containing at least 51% low and
moderate income persons.
C. At least 51% of a project's clientele are low and moderate income persons as determined
by income data collected through client interviews.
2. Reduce blight and the deterioration of property and/or neighborhoods.
3. Improve the County's housing stock.
4. Improve the health, safety, and welfare of residents.
5. Serve the specific needs of a neighborhood.
6. Serve a large number of people.
7. Serve a special group of citizens' needs.
8. Create jobs for low and moderate income persons.
SUBMISSION OF VIEWS AND PROPOSALS
The County encourages citizens, particularly low and moderate income persons and residents of eligible
neighborhoods, to submit views and proposals regarding the Community development Block Grant
Program. Citizens will have the following opportunities to submit views and proposals:
1. At any time during the program year, directly to the Economic Development Agency.
2. At neighborhood meetings scheduled by the County.
3. At formal public hearings.

F'III, CITIZEN PARTICIPATION:

evidence must include documentation of at least one community meeting this year at which the specific
