SUBJECT: 13TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM ( 1987- 1988)
Recommendation:
That the City Council receive recommendations for use of the
City' s entitlement under the CDBG Program and refer to staff for
submittal of application for funding.
Background:
The City of Palm Desert in conjunction with Riverside County is
a participant in the CDBG Program. The City' s 1987- 1988 Entitle-
ment is approximately $ 108 , 000 . The City Council has previously
made a commitment for a portion of this entitlement to the
Alternatives to Domestic Violence Program to fund their request
for in the amount of $ 11 , 600 , thereby leaving $96, 400 that can be
spent on other community development projects .
CDBG regulations require that before the City establishes a list
of projects that it wishes to fund with these monies , it must
first invite interested community groups to express their
opinion on how the funds should be used . The City has placed an
ad in the local newspaper inviting citizens to this meeting. In
addition , community groups can request the monies to fund
community activities as long as such are eligible under program
guidelines . The purpose of the hearing is exactly to do that .
Previous projects that the City has funded under this program
are College of the Desert ' s Child Care Center , Drainage
Facilities , Joslyn Cove Communities Senior Center , etc .
The monies will be available for the fiscal year 1987-88 . This
means that a project will begin to be funded effective July 1st
of this year .

NOTICE OF HEARING
The City of Palm Desert is a participant through the County
of Riverside in the Housing and Community Development Act of
1974 . The City is in the process of considering proposals for
1987-88 Community Development Block Grant 13th Year entitlement
funds , to be applied for by March 30 , 1987 .
Projects which can receive funding are those which benefit
the low and moderate income population of the City. An example
of such projects include : park development , public facilities
development or repairs , recreational facilities , as well as
housing and service programs .
THE CITY COUNCIL WILL CONSIDER PUBLIC REQUESTS AT ITS MEETING OF
MARCH 26 , 1987 , FROM COMMUNITY ORGANIZATIONS OR INDIVIDUALS OF
PROJECTS THAT WOULD LIKE THE CITY COUNCIL TO CONSIDER FUNDING
UNDER THE PROGRAM .
ALL INTERESTED PARTIES SHOULD ATTEND THE MEETING OF MARCH 26 ,
1987 AT 7 P. M . TO GIVE INPUT.

CITIZEN PARTICIPATION CALENDAR
13TH PROGRAM YEAR (FY 1987-1988)
January, 1987 Economic and Community Development (ECD) Area
Representatives contact Community Development Advisory
Committees (CDAC) and Cities to plan and organize
citizens meetings.
February, 1987 -
March, 1987 Area Representatives hold meetings in unincorporated
areas (meetings coordinated with County Supervisors
for each District). Cities hold citizen participation
meetings (Area Representatives may assist in planning
and attendance). Area Representatives will notify all
12th year applicants and County agencies of meetings
and request they attend to present any plans for 13th
year proposals.
March, 30, 1987 All applicants and Cities submit activity proposals
for 13th year funding.
March 31, 1987 -
April 10, 1987 ECD staff review proposals, determine eligibility,
qualifying criteria, appropriateness, cost
effectiveness, and conducts field visits to each
qualifying site.
April 13-14, 1987 All applicants notified of status of proposal.
April 15-17, 1987 Area Representatives make written funding
recommendations to the ECD Director.
April 14, 1987 County Board of Supervisors set May 5th as Public
Hearing for Projected Use of Community Development
Block Grant (CDBG) funds. ECD notifies all applicants
and CDAC members of hearing.
April 20, 1987 A Proposed Statement of Community Development
Objectives and Projected Use of Funds is published
Countywide.
April 20, 1987 -
May 1, 1987 ECD Director presents written recommendations to each
County Supervisor.

May 5-12, 1987 Board of Supervisors hold public hearings on Proposed
Statement of Community Development Objectives and
Projected Use of Funds.
May 11, -1987 ECD Director presents written funding recommendations
to the Community Development Coordinating Committee
(CDCC).
May 26, 1987 Board of Supervisors approval of Final Statement of
Community Development Objectives and Projected Use of
Funds for 13th Program Year (FY 1987-1988).
May 27, 1987 Applicants approved for funding are notified by ECD
staff, and requested to complete Initial Environmental
Study (IES) forms. Applicants not approved for
funding are also notified.
May 29, 1987 Final Statement published Countywide and copies are
made available at county libraries and all city halls.
June 1, 1987 Final Statement submitted to U. S. Department of
Housing and Urban Development (HUD).
July 1, 1987 HUD approval of Final Statement and Release of 13th
Year CDBG funds.

Entitlement projects. ALL QUESTIONS MUST BE ANSWERED, AND REQUIRED
