Wallace Colvard; Planning Commission Liaison, Lindsay Holt 1.CALL TO ORDER A Regular Meeting of the Cultural Arts Committee was called to order by Chair Hauer on June 12, 2024, at 9:00 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2.ROLL CALL 3.NON-AGENDA PUBLIC COMMENTS None. 4.CONSENT CALENDAR Motion by: Committee Member Mitze Seconded by: Committee Member Simley To approve the consent calendar with the exception of items 4.b and 4.d. Motion Carried (6 to 0) 4.a APPROVAL OF MINUTES Approve the Minutes of May 8, 2024. 4.c RECEIVE AND FILE INFORMATIONAL REPORT ON PALM DESERT LIBRARY PUBLIC ART PLAN Receive and file informational report on Palm Desert Library Public Art Plan. 2 5.CONSENT ITEMS HELD OVER 4.b RECEIVE AND FILE PROJECT STATUS REPORT FOR THE JUNE 12, 2024, CULTURAL ARTS COMMITTEE (CAC) MEETING In response to an inquiry of Chair Hauer, Public Art Management Analyst Powell advised the Committee that the Development Services Lobby project will be discussed in detail during the Action Calendar, item 6.c. Motion by: Committee Member Simley Seconded by: Committee Member Mitze Receive and file project status report for the June 12, 2024, Cultural Arts Committee (CAC) meeting. Motion Carried (6 to 0) 4.d RECEIVE AND FILE INFORMATIONAL REPORT ON THE CITY’S POET LAUREATE In response to an inquiry of Committee Member Simley, Public Art Management Analyst Powell addressed how the Committee will remain involved with the Poet Laureate program. Motion by: Vice Chair Adney Seconded by: Committee Member Mitze Receive and file informational report on the City of Palm Desert’s Poet Laureate. Motion Carried (6 to 0) 6.ACTION CALENDAR 6.a APPROVE PROPOSAL FOR DUELING PALMS BY KYLE ABSOLOM Public Art Management Analyst Powell provided the staff report and answered member inquiries. Motion by: Committee Member Flint Seconded by: Committee Member Mitze Recommend the City Council approve: 1.A proposal for design, fabrication, and delivery of the sculpture Dueling Palms by artist Kyle Absolom in an amount not to exceed $169,500. 2.An expenditure in an amount not to exceed $130,500 for installation and other ancillary costs in the roundabout located at San Pablo and the entrance to the College of the Desert. Motion Carried (6 to 0) 3 6.b 6.c 6.d APPROVE RELOCATION OF ARTWORK, RECYCLE BY JOHN BRANSTETTER, TO BURRTEC WASTE MANAGEMENT RECYCLE CENTER Public Art Management Analyst Powell provided the staff report and answered member inquiries. Motion by: Committee Member Simley Seconded by: Committee Member Olson-Stone Approve relocation of the artwork, Recycle by John Branstetter, to the Burrtec Waste Management Recycle Center. Motion Carried (6 to 0) RECEIVE AND FILE INFORMATIONAL REPORT ON DEVELOPMENT SERVICES LOBBY ARTWORK Public Art Management Analyst Powell provided the staff report and answered member inquiries. The consensus of the Committee expressed desire to be involved in all projects with relation to placement of art in the future. Motion by: Committee Member Mitze Seconded by: Committee Member Simley Receive and file informational report on Palm Desert City Hall’s Development Services lobby artwork. Motion Carried (6 to 0) RECOMMEND PURCHASE OF A SCULPTURE FROM THE FISCAL YEAR 2023-24 EL PASEO SCULPTURE EXHIBTION Public Art Management Analyst Powell provided the staff report and answered member inquiries. Motion by: Committee Member Mitze Seconded by: Committee Member Simley Recommend the City Council approve the purchase Swirly Girl by Karen and Tony Barone from the Fiscal Year 2023-24 El Paseo Sculpture Exhibition for inclusion in the City’s permanent public art collection to be placed at the location on the median of Portola Avenue between Gerald Ford Drive and Dinah Shore Drive. Motion Carried (6 to 0) 4 Motion by: Committee Member Olson-Stone Seconded by: Committee Member Simley Recommend the City Council approve the purchase The Seeker by Delos Van Earl from the Fiscal Year 2023-24 El Paseo Sculpture Exhibition for inclusion in the City’s permanent public art collection to be placed at the location on Cook Street median near Dinah Shore Drive. NOES (3): Committee Member Flint, Committee Member Mitze, and Chair Elizabeth Hauer Motion Fails (3 to 3) Motion by: Committee Member Flint Seconded by: Committee Member Mitze Recommend the City Council approve the purchase The Seeker by Delos Van Earl from the Fiscal Year 2023-24 El Paseo Sculpture Exhibition for inclusion in the City’s permanent public art collection to be placed at the location on El Paseo near the Historical Society. NOES (2): Vice Chair Adney, and Committee Member Olson-Stone Motion Carried (4 to 2) 7.INFORMATIONAL REPORTS & COMMENTS 7.a PLANNING COMMISSION LIAISON Planning Commissioner Holt provided an update on recent activity of the Planning Commission. 7.b ARCHITECTURAL REVIEW COMMISSION LIAISON Architectural Review Commissioner Colvard commented that there are no actions to report. 7.c CULTURAL ARTS COMMITTEE MEMBERS Vice Chair Adney provided a personal update to the Committee in regards to Committee Member Boren. In response to inquiries, Public Art Management Analyst Powell provided an update on the following: •Process of how members of the public can purchase sculptures currently on display as part of the El Paseo Exhibition; •Community Heroes Mural located at the City of Palm Desert's Corp Yard; •Student Art Wraps and potential for media reports; and 5 •Request for photo opportunities of the Committee members and artists at future events unveiling public art. With consensus of the Committee the following item was requested for a future agenda item: •Potential for artwork placement on the median of Cook Street and Frank Sinatra Drive. 7.d CITY COUNCIL LIAISON Councilmember Nestande expressed her delight to attend this meeting and excitement for the future art near Cook Street and Frank Sinatra Drive. 7.e CITY STAFF Deputy City Clerk Nance asked the Committee to reach out to cityclerk@palmdesert.gov if need to report any needed absence of future meetings.
