CULTURAL ARTS COMMITTEE
CITY OF PALM DESERT, CALIFORNIA
MINUTES
1. CALL TO ORDER
A Regular Meeting of the Cultural Arts Committee was called to order by Chair Hauer on
Wednesday, February 14, 2024, at 9:00 a.m., in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Committee Members Maureen Boren, Lori Flint, Tom Mitze, Kristen Olson-Stone
(Alt.), Pia Rose, Ann Simley, Vice Chair Carol Adney, and Chair Liz Hauer.
Absent: None.
Liaison(s)
Present: Wallace Colvard, Architectural Review Commission Liaison; Lindsay Holt,
Planning Commission Liaison
City Staff
Present: Erica Powell, Management Analyst; Amy Lawrence, Deputy Director of Economic
Development; and Monique Lomeli, Recording Secretary
3. NON-AGENDA PUBLIC COMMENT:
None.
CONSENT CALENDAR:
A. APPROVAL OF MINUTES
MOTION BY COMMITTEE MEMBER BOREN, SECOND BY VICE CHAIR ADNEY,
CARRIED 7-0, to approve the Cultural Arts Committee Special Meeting minutes of
January 17, 2024.
4. ACTION CALENDAR
A. REQUEST FOR INPUT ON DRAFT MURAL DESIGN FOR COMMUNITY MURAL
PROJECT
Management Analyst Powell narrated a PowerPoint presentation detailing the draft
design for the Community Mural Project and responded to Committee inquiries.

Trinity Rivard, Artist, provided a summary of the process by which he created the mural
design and responded to Committee inquiries.
No formal action was taken on this matter.
B. APPROVE FY 2024/2025 CULTURAL ARTS COMMITTEE WORKPLAN
Management Analyst Powell narrated a PowerPoint presentation regarding the goals and
priorities submitted by individual Committee Members and responded to Committee
inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER BOREN, SECOND BY
COMMITTEE MEMBER ROSE, CARRIED 7-0, to approve the FY 2024/2025 Cultural
Arts Committee Workplan.
5. INFORMATIONAL REPORTS & COMMENTS
A. PLANNING COMMISSION LIAISON:
Planning Commission Liaison Lindsay Holt reported that the Planning Commission
recently recommended to the City Council the approval of Objective Design Standards,
provided comments in support of the Community Mural Project, and responded to
Committee inquiries.
B. ARCHITECTURAL REVIEW COMMISSION:
Architectural Review Commission Liaison Wallace Colvard reported that the Planning
Commission recently approved a hotel project planned for Monterey Avenue and Dinah
Shore, informed the Committee of public comment regarding the lighting of the Sunburst
sculpture, and responded to Committee inquiries.
C. CULTURAL ARTS COMMITTEE MEMBERS
Individual Committee members offered commentary as follows. The below points do not
necessarily reflect Committee consensus:
• Acknowledgment of Vice Chair Adney being highlighted in the Art Museum’s
annual brochure.
• Request for a map of sculpture and art placements throughout the City.
• Encouraged staff to consider a three-year El Paseo Art Exhibition vs. a two-year
exhibition.
• Consider attending the Public Art Documentary Film Series on the 4th Wednesday
of each month.
CITY COUNCIL LIAISON
Mayor Quintanilla commended Vice Chair Adney for being recognized in the Art Museum
Annual Brochure and encouraged members to utilize the existing resources offered on
the Public Art webpage to self-educate on art placement within the City.
D. CITY STAFF
Management Analyst Powell advised the Committee Members take an online survey and
be prepared to review and select sculptures for the El Paseo Sculpture Exhibition at the
March meeting.
Member Boren left the meeting at 10:36 a.m.

E. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.
6. ADJOURNMENT
The Cultural Arts Committee adjourned at 10:40 a.m.
