CALL TO ORDER A Regular Meeting of the Cultural Resources Preservation Committee was called to order by Chair McCune on Wednesday, January 24, 2024, at 9:00 a.m., in the Public Works Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Committee Members Don Graybill, Thomas Mortensen, David Toltzmann, Vice-Chairperson Kim Housken, and Chair Rochelle McCune. Absent: Committee Members Paul Clark and Linda Vassalli Liaison(s) Present: Jan Harnik, Mayor Pro Tempore City Staff Present: Richard Cannone, Director of Development Services; Nick Melloni, Principal Planner; Carlos Flores, Senior Planner; and Monique Lomeli, Recording Secretary. 3. NON-AGENDA PUBLIC COMMENT: None. 4. CONSENT CALENDAR: A. APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER MORTENSEN, SECOND BY COMMITTEE MEMBER TOLTZMANN, CARRIED 5-0, to approve the Cultural Resources Preservation Committee Regular Meeting minutes of October 31, 2023. REQUEST FOR DIRECTION ON MILLS ACT ELIGIBLE SCOPES OF WORK Senior Planner Flores narrated a PowerPoint presentation highlighting the proposed changes to Appendix A of the Mills Act Guidelines pertaining to the eligible scope of work criteria and responded to Committee inquiries. Following discussion, the Committee requested that staff amend Line 61 of the Mills Act Guidelines Appendix A to make the restoration or reconstruction of a lost element eligible under Architectural and/or Historical Integrity. 6. PUBLIC HEARINGS: None. 7. INFORMATIONAL REPORTS & COMMENTS A. CULTURAL RESOURCES PRESERVATION COMMITTEE MEMBERS Committee Member Graybill shared information regarding a Randal Henderson home on the corner of Old Prospector Trail. Chair McCune reported that she attended a historic property nomination class and is working on written materials that will be available at the Historical Society Museum. Committee Member Toltzmann reported that the upcoming Living Large in Small Spaces walking tour is sold out. B. CITY COUNCIL LIAISON None. C. CITY STAFF Principal Planner Melloni provided an update on the Cultural Resources Preservation Committee’s workplan and responded to member inquiries. D. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Committee took no action on this matter. 8.
