Because the Brown Act does not allow the Civic Engagement Committee to act on items not listed on the agenda, members may briefly respond or refer the matter to staff for a report and recommendation at a future meeting. 5.CONSENT CALENDAR All matters listed on the Consent Calendar are considered routine and may be approved by one motion. The public may comment on any items on the Consent Agenda within the three-minute time limit. Individual items may be removed by the Civic Engagement Committee for a separate discussion. CALL TO ORDER A Regular Meeting of the Civic Engagement Committee was called to order by Chair Vogt on Thursday, April 18, 2024, at 11:11 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. Feedback was provided; no formal action taken on this item. 6.b APPROVAL OF 2024 CIVIC ENGAGEMENT COMMITTEE WORK PLAN Motion by: Committee Member Stjerne Seconded by: Committee Member Holan Approve the 2024 Civic Engagement Committee Work Plan. INFORMATIONAL REPORTS & COMMENTS 7.a CIVIC ENGAGEMENT COMMITTEE MEMBERS In response to an inquiry, Councilmember Kelly recommended staff work with Cultural Arts Committee staff liaison to investigate ways to increase community involvement with public art. 7.b CITY COUNCIL LIAISON Mayor Quintanilla provided a video message to the Committee. Councilmember Kelly provided an update regarding the structure fire on the corner of Country Club Drive and Monterrey Avenue. 7.c CITY STAFF 7.c.1 PRESENTATION ON THE STATUS AND POTENTIAL PROGRAMMING OF THE NEW MUNICIPAL LIBRARY Director of Library Services Gary Shaffer narrated a PowerPoint presentation and responded to Committee inquiries. Receive and file. 7.c.2 UPDATE AND DISCUSSION ON THE CITY OF PALM DESERT HOMEOWNER ASSOCIATION (HOA) OUTREACH STRATEGY Community Relations Supervisor Ryland Penta provided a verbal update on the current efforts to connect with local Homeowner Associations and responded to Committee inquiries. 7.d ATTENDANCE REPORT Report provided; no action taken on this item. 8. RECOMMENDATION: Receive and file an informational update on “Palm Desert Discussions.” BACKGROUND/ANALYSIS: At the January 18, 2024, Civic Engagement Committee meeting, members discussed and supported the creation of a speaker series featuring regional public agencies and community organizations as a step towards fostering a more informed and connected community. By engaging directly with experts, community stakeholders will be better equipped to navigate and address regional issues and understand the City’s role in these matters. The implementation of this series supports item two of the Civic Engagement Committee 2024 work plan. “Palm Desert Discussions” Overview:  Frequency: Six events annually, held every two months, generally on the last Wednesday of every other month. Wednesdays were chosen so the event does not conflict with a Civic Academy date, Council meeting, or Planning Commission meeting.  Objective: To educate and engage residents on key issues, clarify the roles and responsibilities of the City and its partners, and provide straightforward access to accurate information.  Format: Each session will feature interactive presentations and discussions led by experts from various agencies and community organizations. Inaugural Event:  Date and Time: Wednesday, July 31, at 5:30 p.m.  Location: Palm Desert City Hall Council Chamber.  Topic: Water management and conservation.  Speakers: Coachella Valley Water District (CVWD). Next Event:  Date and Time: Wednesday, September 25, at 5:30 p.m. 9 Civic Engagement Committee City of Palm Desert Introduction of the "Palm Desert Discussions" Speaker Series Page 2 of 2  Location: Community Room, Palm Desert Public Library.  Topic: Disaster preparedness.  Speaker: Coachella Valley Disaster Preparedness Network Future Dates:  Wednesday, November 20, 2024 - Topic: Public Safety & Homelessness  Wednesday, January 29, 2025 - Topic: Development in the Desert  Wednesday, March 26, 2025 - Topic: Solid Waste and Recycling  Wednesday, May 28, 2025 - Topic: Vector Control Marketing: Information about each session will be shared on the City News section of the municipal website, on Engage Palm Desert, and on social media. City Staff will produce a logo and branded content, which will be shared digitally and in print copies. Location: In collaboration with the Palm Desert Library, all sessions will be held in their Community Room except the inaugural event. July 31 was already reserved. Recording: All events will be recorded and added to the City’s YouTube account, increasing this program's reach. FINANCIAL IMPACT: Aside from staff time, each session of the Palm Desert Discussion series will cost approximately $250.00. This is so staff can provide beverages and light food. BACKGROUND/ANALYSIS: Over the past year, City staff has focused on strengthening relationships with Homeowners Associations (HOAs) in Palm Desert. While these efforts have been beneficial, there is a recognized need to extend our engagement to residents living in areas without HOAs. To effectively reach these communities, staff is considering a neighborhood engagement program. This strategy would mirror successful approaches used in other cities , whereby staff would hold a regular community meeting with representatives from defined neighborhoods across Palm Desert. These representatives would receive updates from staff, ask questions on behalf of their community, and then relay information back to their neighbors. Cities with similar programs include Palm Springs, Riverside, and Sacramento. The following analysis is provided to support Committee member discussion : Program Benefits:  Fostering trust with the City through grassroots communication  Increased civic understanding  Enhanced community building and quality of life for residents Current Limitations:  Undefined neighborhood boundaries  Determining neighborhood representative criteria  Potentially time and resource-intensive for staff based on the structure of the program FINANCIAL IMPACT: As this program is only being considered, there is no immediate financial impact to the City. If the program is implemented, costs are anticipated to be approximately $250.00 per meeting.
