CALL TO ORDER A Regular Meeting of the Civic Engagement Committee was called to order by Digital Strategies Coordinator, Ryland Penta, on Thursday, January 19, 2023, at 2:00 p.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL: Present: Committee Members Gregg Akkerman, Brooke Beare Stjerne, Anyse Smi th, Marilyn F. Solomon, Jonathan Stutz, Emily Vogt, and David Scott Warmuth. Absent: None. Liaisons Present: Jan Harnik & Mayor Kathleen Kelly, City Council Liaison s Staff Present: Ryland Penta, Digital Strategies Coordinator; Anthony Mejia, City Clerk; and Monique Lomeli, Recording Secretary, were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. 3. NON-AGENDA PUBLIC COMMENT: None. 4. WELCOME BY MAYOR KELLY Mayor Kelly expressed appreciation on behalf of the City Council and welcomed the new members. B.ROLE OF THE COMMITTEE CHAIR AND VICE CHAIR City Clerk Anthony Mejia provided a brief presentation clarifying the roles of the Committee Chair and Vice Chair and responded to Committee Member inquiries. 6.COMMITTEE MEMBER, CITY COUNCIL LIAISON, AND STAFF INTRODUCTIONS Committee Members, City Council Liaisons, and Staff provided brief introductions, summarizing interests and qualification s as they relate to the Civic Engagement Committee . 7.PRESENTATION OF THE CITY’S CURRENT ENGAGEMENT CHANNELS Digital Strategies Coordinator Penta narrated a PowerPoint presentation regarding the City’s current outreach methods and responded to Committee Member inquiries. 8.ACTION CALENDAR A.REVIEW OF RESPONSIBILITIES AND AREAS OF CONSIDERATION FOR SECOND MEETING Digital Strategies Coordinator Penta requested Committee Members begin to consider engagement program ideas and strategic goals in preparation for the next quarterly meeting and responded to Committee Member inquiries. B.SET FUTURE REGULAR MEETING DATES AND TIME Management Analyst Penta presented options for scheduling quarterly meetings and responded to Committee inquiries. Following discussion, MOTION BY COMMITTEE MEMBER STUTZ, SECOND BY COMMITTEE MEMBER SOLOMON, CARRIED 7-0, to schedule quarterly meetings in the months of January, April, July, and October, on the third Thursday of each month between the hours of 11:00 a.m. and 1:00 p.m. C.ELECTIONS OF CHAIR AND VICE CHAIR FOR THE REMAINDER OF FISCAL YEAR 2022/23 Committee Member Solomon volunteered to serve a s Chair. There being no other nominations or objections, Committee Member Solomon was elected Chair of the Civic Engagement Committee by a 7-0 roll call vote. Committee Member Akkerman volunteered to serve as Vice Chair. There being no other nominations or objections, Committee Member Akkerman was elected Vice Chair of the Civic Engagement Committee by a 7-0 roll call vote. RECOMMENDATION: By Minute Motion, receive and file the informational update on creating a Palm Desert citizens academy program. BACKGROUND: To innovate greater methods for civic engagement in our community, the City of Palm Desert created the Civic Engagement Committee, which held its inaugural meeting in January 2023. At the first meeting, Committee members were asked to submit program ideas that would help integrate Palm Desert residents, business owners, and students into the civic processes of our municipal government. Committee members submitted ideas online in March 2023, and it was determined that creating a multi-week citizens academy is the best method to encompass various elements of these ideas into a singular approach. The mission of our citizen’s academy will be to advance civic engagement for a healthy, inclusive, and engaged Palm Desert. This interactive multi-week program will provide residents with an in-depth look at City government through tours, hands-on demonstrations, and presentations by City staff. The objective is to give participants an insider's view of the City and its functions, encourage citizens to become involved in the community, and enhance residents' ability to proactively connect with their municipal government. This curriculum is designed to have a multiplier effect, where participants will become stewards for others in our community. Members from the Civic Engagement Committee and other appointed bodies will be asked to take part in the program's first cohort. This way, Civic Engagement members can best provide direction on their experience, program goals, and class logistics. City staff will then have operational experience for a future public cohort, and Committee members can best promote the course amongst the community. FINANCIAL IMPACT: There is no direct fiscal impact as a result of this informational report. Any financial impact created as a result of a citizen’s academy will be brought to a future City Council meeting where the program can be discussed, and action taken.
