Emails will not be read aloud except as an ADA accommodation. 1.CALL TO ORDER 2.ROLL CALL 3.ELECTION OF THE CIVIC ENGAGEMENT COMMITTEE CHAIRPERSON AND VICE CHAIRPERSON 4.NON-AGENDA PUBLIC COMMENT: This time has been set aside for the public to address the Civic Engagement Committee on issues that are not on the agenda for up to three minutes. Because the Brown Act does not allow the Committee to act on items not listed on the agenda, members may briefly respond or refer the matter to staff for a report and recommendation at a future meeting. 5.CONSENT CALENDAR: All matters listed on the Consent Calendar are considered routine and may be approved by one motion. The public may comment on any items on the Consent Agenda within the three-minute time limit. Individual items may be removed by Committee Members for a separate discussion. City of Palm Desert Page 1 CIVIC ENGAGEMENT COMMITTEE CITY OF PALM DESERT, CALIFORNIA MINUTES Pursuant to Assembly Bill 2449, this meeting was conducted as a hybrid meeting with virtual and in-person access to the meeting location. 1.CALL TO ORDER A Regular Meeting of the Civic Engagement Committee was called to order by Vice-Chair Akkerman on Thursday, April 20, 2023, at 11:02 a.m., in the North Wing Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2.ROLL CALL Present: Committee Members Brooke Beare-Stjerne, Anyse Smith, Emily Vogt, David Scott Warmuth, and Vice-Chair Gregg Akkerman. Absent: Jonathan Stutz Liaisons Present: Jan Harnik & Mayor Kathleen Kelly, City Council Liaisons Staff Present: Ryland Penta, Digital Strategies Coordinator, and Monique Lomeli, Recording Secretary, were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. 3.NON-AGENDA PUBLIC COMMENT: Anthony Mejia, City Clerk, presented information regarding the process for electing presiding officers, and provided an update on Assembly Bill 2449 concerning remote participation in public meetings. 4.CONSENT CALENDAR: A.APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER VOGT, SECOND BY COMMITTEE MEMBER BEARE-STJERNE, CARRIED 5-0, to approve the Civic Engagement Committee Regular Meeting minutes of January 19, 2023. Thursday April 20, 2023 11:00 a.m. Regular Meeting Item 5A-1 Civic Engagement Committee Agenda April 20, 2023 City of Palm Desert Page 2 ALL ACTIONS ARE DRAFT, PENDING APPROVAL OF THE MINUTES 5.ACTION CALENDAR A.RECEIVE AND FILE THE INFORMATIONAL UPDATE ON CREATING A PALM DESERT CITIZENS ACADEMY PROGRAM Digital Strategies Coordinator Penta presented a staff report and responded to Committee inquiries. Jonathan Stutz provided public comment in support of the conceptual program and offered suggestions regarding scheduling and participation. Following discussion, by consensus, the Committee agreed to receive and file the informational update on creating a Palm Desert citizens academy program. 6.INFORMATIONAL REPORTS & COMMENTS A.CIVIC ENGAGEMENT COMMITTEE MEMBERS Committee Members shared and discussed potential opportunities for increased public engagement, including: •A Youth Commission •City Hall in Neighborhoods •Community Calendar •Social Media (TikTok, Instagram, Nextdoor) •Podcast •Ambassador T-Shirts •Changing meeting times Jonathan Stutz provided public comment regarding a tentative meeting schedule and community meetings. B.CITY COUNCIL LIAISONS Councilmember Harnik provided information regarding outreach and education. Mayor Kelly expressed appreciation for the committee. C.CITY STAFF Digital Strategies Coordinator Penta provided information regarding an upcoming Arbor Day celebration and Coffee with the Mayor.
