Because the Brown Act does not allow the Committee to act on items not listed on the agenda, members may briefly respond or refer the matter to staff for a report and recommendation at a future meeting. 4.PRESENTATIONS A.CITY’S 50TH ANNIVERSARY CELEBRATION AT CIVIC CENTER PARK – NOVEMBER 18, 2023 5.CONSENT CALENDAR: All matters listed on the Consent Calendar are considered routine and may be approved by one motion. The public may comment on any items on the Consent Agenda within the three-minute time limit. Individual items may be removed by Committee Members for a separate discussion. CALL TO ORDER A Regular Meeting of the Civic Engagement Committee was called to order by Vice Chair Akkerman on Thursday, July 20, 2023, at 11:02 a.m. held in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Committee Members Brooke Beare Stjerne, Jon Holan, Franchon-Marie Siddiq*, Robin Stewart, Emily Vogt, and Vice Chair Gregg Akkerman. *Committee Member Siddiq arrived at 11:05 a.m. Absent: Committee Members Jonathan Stutz and David Warmuth Liaison(s) Present: Mayor Kathleen Kelly and Jan Harnik, City Council Liaison Staff Present: Ryland Penta, Digital Strategies Coordinator; Anthony Mejia, City Clerk; and Michelle Nance, Recording Secretary. 3. ELECTION OF THE CIVIC ENGAGEMENT COMMITTEE CHAIRPERSON AND VICE CHAIRPERSON By unanimous agreement, Emily Vogt was appointed Chairperson and Gregg Akkerman was appointed Vice Chairperson of the Civic Engagement Committee. 4. A.APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER BEARE-STJERNE, SECOND BY COMMITTEE MEMBER STEWART, CARRIED 3-0-3 (WITH COMMITTEE MEMBERS HOLAN, SIDDIQ, AND STEWART ABSTAINING), to approve Civic Engagement Committee Regular Meeting minutes of April 20, 2023. 6.INFORMATIONAL REPORTS & COMMENTS A.CIVIC ENGAGEMENT COMMITTEE MEMBERS Introduction of new members – All members of the Committee, City Council Liaisons and City Staff introduced themselves to the Committee. B.CITY COUNTIL LIAISON Mayor Kelly encouraged members to explore the City’s EngagePalmDesert website and to share with others. C.CITY STAFF Digital Strategies Coordinator Penta presented a verbal update on Palm Desert Civic Academy program. Discussion items included: •Recruitment of residents after the initial pilot program with appointed bodies; •Presentations being interactive with more questions and answers periods; •Budget Process and Art Tours being included in the sessions; •Youth involvement in future programs; and •Palm Desert Historical Society involvement. City Clerk Mejia presented the Advisory Body Reference Guide and highlighted the following key points related to: •Updated attendance policy; •Roles and responsibilities of the Chairperson and Committee Members; and •Use of electronic devices.
