Student Art and Essay Contest Vinyl Wrap Installation – In April 2024, the Cultural Arts Committee selected winners from the Student Art and Essay Contest to have their artwork vinyl wrapped on one (1) traffic and service cabinets and two (2) water stations at Civic Center Park. a. “Mayor’s Mural Award” from Mr. Triviso’s 2nd Grade Class at Washington Charter Elementary School is vinyl wrapped onto the traffic and service cabinets on the southwest corner of Portola Ave and Shadow Mountain. b. “Best of Show” from 8th Grader, Lucy Rekuc, at Palm Desert Charter Middle School is vinyl wrapped onto the water filling station near the volleyball courts at Civic Center Park. c. “First Place” winner from 10th Grader, Camryn Sprinkle, at Palm Desert High School is vinyl wrapped onto the water filling station near the basketball co urts at Civic Center Park. Vinyl wrap installation was completed on May 28, 29 and June 4, 2024. Due to the school year ending on June 5, 2024, there was not time to organize and hold dedication events for this project. 2. Community Heroes Mural by Trinity Rivard – On May 16, 2024, the Community Heroes mural was completed and dedicated to the City of Palm Desert. Following the event, staff were invited to sign the mural. Staff are working on spraying a protective graffiti coat, installing the plaque, vinyl wrapping the Frontier cabinet, and landscaping the planters in front of the mural. 3. Palm Springs Life 8-month feature content – In February 2023, the City contracted with Palm Springs Life to promote Palm Desert’s Public Art program. The final article will be featured in June 2024 and will highlight Pa lm Desert’s community art programs that took place in FY 2023/2024. 4. SWIM DIVE PLAY Mural Extended at the Palm Desert Aquatic Center - In April 2024, the Cultural Arts Committee approved the expansion of SWIM DIVE PLAY to four (4) concrete benches at the Palm Desert Aquatic Center. Artist Paul Hobson has completed four (4) new designs. Installation of artwork will take place in August 2024, to avoid closing the pool during the summer swimming season. 9 Cultural Arts Committee City of Palm Desert Project Status Report Page 2 of 2 5. BACKGROUND/ANALYSIS: The Palm Desert Library originally opened at the Portola Community Center in 1962 and operated there until 1996. In 1996, a new library was established through a partnership with the City of Palm Desert, the County of Riverside, and the Desert Community College District located at 73300 Fred Waring Drive, Palm Desert. The 40,000-square-feet facility includes a 20,000- square-foot City library and additional space for a College library, which has been unoccupied since January 2020. There is also a shared space joint-use area. On October 12, 2023, the City Council voted to withdraw from the Riverside C ounty Library System to operate the library as a municipal library, effective July 1, 2024. The City will use the current facility until a new facility can be designed, constructed and outfitted on City -owned land. The City has entered a five-year lease with the Desert Community College District for the existing library, providing ample time to design and fully construct the new facility. Currently, there are ten artworks at the library that require a plan for deaccession and/or relocation in accordance with the Public Art Deaccession Policy adopted by the City Council on July 13, 2023. The criteria for deaccessioning or relocation are: 1. The artworks have been in place for more than fifteen (15) years. 2. Loss of Site: The current site is no longer available. In May 2024, the City’s library staff contracted for renovations at the municipal library, which is set to re-open on July 1, 2024. These renovations required the removal of six mosaics from artist Barbara Field’s community artwork, Dance of Discovery, in order to install additional shelving. Due to the complex installation methods and prohibitive costs of reinstallation, the mosaics have been stored at the Corporation Yard located at 74705 42nd Ave, Palm Desert, until a plan for deaccession or relocation has been approved. Staff will return with a comprehensive plan for deaccession/relocation of public art currently located at the library for the Committee’s review at a later date. BACKGROUND/ANALYSIS: In March 2023, the City Council approved the honorary position of Poet Laureate to enhance Palm Desert’s artistic achievements through various ceremonial, educational, and community activities. Mayor Quintanilla and Mayor Pro Tem Harnik were appointed to a subcommittee to form a selection process, with the Cultural Arts Committee serving as the reporting body. Following a four-month long competitive application and performance process which included selection by a qualified jury panel, Lori Davis was appointed as the City’s Poet Laureate for a one-year term starting October 1, 2023. Since her appointment, Ms. Davis has successfully completed four (4) of the six (6) duties under the scope of work:  Recited an original poem for the City of Palm Desert’s 50th Anniversary Celebration on November 18, 2023  Performed a reading at the City’s Veteran’s Day Ceremony on November 11, 2023  Selected and is mentoring a junior poet laureate  Proposed and executed a successful poetry workshop and reading at the Palm Desert Library on April 8, 2024 The two (2) remaining events under the scope of work are to perform readings at the following events:  State of the City on June 25, 2024  Independence Day Celebration on July 4, 2024 In addition to her current scope of work, Ms. D avis has proposed to build community programming for poets and writers by offering the following:  Monthly workshops from November through April  Open mic evenings  Youth programming: 2-3 events from November through April  Poetry projection on buildings for City events 19 Cultural Arts Committee City of Palm Desert Informational Report on the City’s Poet Laureate Page 2 of 2  Public poetry at the Civic Center Park  Holding an event for National Poetry Month Given Ms. Davis’s successful performance thus far and in an effort to build consistency with the Poet Laureate program, the City Council recently approved a two-year contract extension for Ms. Davis to serve as Palm Desert’s Poet Laureate thorough September 30, 2026. Ms. Davis will begin providing quarterly updates to the Cultural Arts Committee on her Poet Laureate with the first presentation scheduled for September 11, 2024. The Committee will have the opportunity to provide feedback and comments which will be shared with the City Council. FINANCIAL IMPACT: The Poet Laureate receives an annual honorarium of $3,500, paid quarterly, as well as mileage expenses to and from events. Palm Desert – City of Warmth and Light by Lori Davis 20 City of Palm Desert Poet Laureate Call for Nominations (DEADLINE FOR ENTRIES – June 30, 2023) STATEMENT OF PURPOSE: The City of Palm Desert is accepting nominations for the position of Palm Desert Poet Laureate for the 2023-2024 term. The appointed Laureate shall: • Uplift the artistic achievement of the City and local communities through active participation in ceremonial, educational, and/or community activities. • Raise awareness of the power and beauty of poetry. • Provide access to poetry, spoken word and the literary arts within the City of Palm Desert. • Encourage community members to develop their own creative interests. ABOUT THE POSITION: The Poet Laureate for the City of Palm Desert is an honorary position. The Laureate serves a one-year term from October 2023 – September 2024. The City will award the Poet Laureate an annual honorarium of $3,500 to encompass all civic and official work performed or produced in the position. The Laureate may also be offered reimbursement of mileage expenses. ELIGIBILITY: Any organization or member of the Palm Desert community may nominate a poet, self- nominations are welcome. Candidates must: • Be at least 18 years of age. • Be a resident of Palm Desert for at least one (1) year. • Be a primary Palm Desert resident during the appointment term. • Demonstrate publication of poems, via print or online platforms, including social media. • Demonstrate a connection and/or commitment to the literary community. • Demonstrate excellence in promoting awareness or enjoyment of poetry by special awards, honors, or recognition. • Understand and embrace the City’s culture and history with a strong interest in serving and being a representative of the City. • Demonstrate the ability to engage audiences. • Be able and willing to travel between locations around the city. 21 May 2023 – Poet Laureate Call for Nominations Page 2 of 2 EXPECTATIONS: In addition to the Statement of Purpose, the Poet Laureate shall be expected to perform the following duties: Ceremonial: The Poet Laureate will participate in at least five (5) civic functions, including but not limited to the following: • Veterans Day observed event, November 11, 2023 • State of the City, date TBD in 2024 • Independence Day Celebration, July 4, 2024 Additionally, the Poet Laureate shall aim to create a City poem that will be read at the City of Palm Desert’s 50th Anniversary Celebration on November 18, 2023, and published on the City’s website. Educational: The Poet Laureate shall select and mentor a junior poet laureate from a Palm Desert local elementary, middle, or high school. Community: The Poet Laureate shall propose and execute at least one (1) community outreach event during their term, to make poetry available and accessible to people in their everyday lives. Communication: The Poet Laureate shall: • Work with City staff to develop and produce online and social media communications. • Provide regular updates to the Cultural Arts Committee, including where and when presentations take place. • End of Term Summary: Summarize her/his impressions and experiences during their term as Poet Laureate (including workshops, readings, judging of competitions, publication, etc.) to help the City of Palm Desert improve, adjust or adapt the parameters of the position and/or the appointment process. NOMINATION SUBMISSION MATERIALS: Nominations should demonstrate the nominee’s artistic accomplishments, a history of community involvement, and a vision for the program during his/her term. Eligible candidates can be nominated for the position by submitting the following: 22 May 2023 – Poet Laureate Call for Nominations Page 3 of 3 • A letter of nomination describing, in 500 words or less, why you feel you (or the person you are nominating) are the most appropriate candidate for the City of Palm Desert Poet Laureate. • Three original works of poetry by the nominee. • The nominee’s current resume or CV. • A current list of publications and any teaching experience. • Any relevant social media handles and/or website. • Poet Laureate candidate information including address, phone number, and email address. If nominating, please include your contact information. REVIEW CRITERIA AND PROCESS: Submissions are reviewed by the Poet Laureate Jury Panel. The Jury Panel will consist of the City Council Cultural Arts Committee Liaison, the Chair of the Cultural Arts Committee, a representative of the Palm Desert Public Library, a representative from the Creative Writing and Writing for the Performing Arts Committee at UCR Palm Desert Center, a member from the creative community, as well as a member of the English department at College of the Desert. The panel will select three top candidates based upon the following criteria: • Artistic merit, including publication history. • Quality of work/creative excellence, including aural facility. • Community commitment to cultural life and literary community. • Ability of effectively inspire and engage others. The Poet Laureate shall be appointed by the Palm Desert City Council based upon the recommendation of the Poet Laureate Jury Panel. TIMELINE: The following dates represent the schedule that will be followed. The City reserves the right, at its sole discretion, to adjust this schedule, as it deems necessary. We held the first events at La Gourmandise at the Gardens on El Paseo. Then moved to Augusta Restaurant's penthouse. Eventually, we landed at UC Riverside - PD campus. The events featured local and nationally known poets and were well attended (by most poetry standards). After hosting readings, book fairs, and teaching poetry workshops at many valley institutions and schools, I realized I had a developed a personal poetry mission statement: to create ways to get people to run toward poetry, instead of away! This is still actively my passion. My most recent series has been at Xavier Prep, 15 years running. City culture and interest: I have happily lived in Palm Desert for 27 years. I raised my two children and established my professional, creative, and academic life here. As a Southern California native, I have lived in and visited many beautiful places, but I have always felt a sense of home here in the desert. The snowy mountains surrounding us, the wide vistas, the enduring influence of the Cahuilla Indians, the deep afternoon shadows, and the warm evenings all contribute to a more meaningful and peaceful lifestyle. We have so much to enjoy in this area: beautiful parks, public art, higher education, sports, world class resorts, shopping and dining, theaters, etc. Our cultural offerings are always expanding! This city has always been committed to many forms of art, and I am delighted poetry will be added to the list this year. I am applying because I see this role as an expanded platform and a rare opportunity to continue the work I have been doing in Palm Desert and the wider valley for 20 years. In addition to being a poet and getting my MFA in Poetry at the University of California Riverside - Palm Desert, I realized early on that poetry needs every advocate it can get. It has been a strong passion of mine to bring poetry to all ages in a way that makes them lean in, rather than turn up their noses. Readings, workshops, book festivals, open mics, critique groups, etc. One highlight was bringing former U.S. Poet Laureate, Billy Collins to Xavier College Preparatory High School for our Summit on Human Dignity. The theme was literacy and he gave a memorable public reading. The list of regional and nationally-known poets who have visited the valley is actually quite long! The position’s title, Poet Laureate, brings with it a legitimacy and sense of importance that will elevate poetry in the eyes of some of our community members. For many of us, the way we learned poetry in school was to analyze, decipher, plot rhyme schemes. No wonder the poetry section at Barnes & Noble is one small shelf, back by the bathroom! When we really take a moment to contemplate it, poetry is simply the artful exchange of emotion from the poet to the reader. It is a profound, concentrated, underrated way to communicate. Over the years, I have seen all levels of writers, ages 8 - 88, benefit from having their heart, soul, and voice heard in this way. We can turn to poetry for help in understanding our human condition. I am really encouraged that poetry will now be embedded in Palm Desert’s cultural plan and amplify the creativity of the city’s residents in this way. Bravo! The dunes didn't dissolve because of record rains. They muddied into a mobile spackle on purpose, as varnish for a lackluster system. In the flood water, I see a formula where some might see a sky floating by on its back or a puddle lit from underneath. The arroyos are unabridged; this storm is incomplete. The wash will soon be full of monkey flowers and sand bells. A flute of Russian thistle. Each seed has a long climb inside it and rainbows are not as portable as they appear. A proposal for design, fabrication, and delivery of the sculpture Dueling Palms by artist Kyle Absolom in an amount not to exceed $169,500. 2. An expenditure in an amount not to exceed $130,500 for installation and other ancillary costs in the roundabout located at San Pablo and the entrance to the College of the Desert. BACKGROUND/ANALYSIS: After a significant vetting process of just under 200 sculpture proposals submitted for consideration to be installed at the roundabout located at San Pablo and San Gorgonio, on July 14, 2021, the Art in Public Places (AIPP) Commission (now Cultural Arts Committee) narrowed the choice down to two artists – Kyle Absolom’s Dueling Palms and Donald Gialanella’s Sunburst. On August 26, 2021, the City Council directed staff to seek public input as to which sculpture should be installed in the roundabout. Although Sunburst was ultimately selected for that location, public input and the Cultural Arts Committee (CAC) proposed the idea of installing Dueling Palms in the roundabout located at San Pablo and the entrance to the College of the Desert. Dueling Palms is a red, abstract metal palm tree, originally 32 feet long and 14 feet 9 inches tall. The artist is exploring a 20% reduction for better visibility. Upon approval, updated renderings and technical drawings will be provided. Staff will collaborate with the artist and the City’s Public Works team for final proportions. Maintenance will include regular cleanings and periodic repainting by the City’s art maintenance contractor. FINANCIAL IMPACT: The original Request for Proposals released in October 2020 called for an artist fee of $125,000. Due to the influx in material costs during the contract and engineering review period with artist Donald Gialanella for Sunburst, the artist fee had to be amended to $195,000. Additionally, costs for sculpture and pad installation were estimated at $75,000 and did not include ancillary costs such as the lighting, electrical, and landscaping. DUELING FINAL PROPOSAL 07.06.21 39 THE ARTIST I am inspired by joy and reflection. My work has always been rooted in the end goal of evoking happiness paired with contemplation. This combination of emotion and thought is what has driven me through my daily life and naturally bled into my art. My hope is that when a viewer sees my art for the first time, that they smile or tilt their head with curiosity. I am also driven by elevating what joy or fun can look like and challenging those norms. Sophistication and timelessness have always been at the forefront my thought process. Specializing in experiential and immersive experiences has geared my art towards large scale projects with varying levels of permanence. My materials are mix media and range from aluminum and plexiglass to wood and steel. My history of working with a wide spectrum of clients has also shaped my work by using the restraints of commissioned work as inspiration instead of a hinderance. I also pull inspiration from the location and surrounding area of my installations. I want my art to naturally belong in a space yet strikingly stand out and leave a lasting impression. The 3-dimensional nature of my work is pushed even further when I play with bold colors and sharp geometric angles. Confidential & Proprietary Palm Desert, CAKyle Absolom | San Pablo Avenue Roundabout | 2021 40 DUELING PALMS My current project “Dueling Palms” is rooted in the land it hopes to live on. This steal sculpture aims to honor Palm Desert and use the iconic (perhaps obvious) Palm Tree and reimagine it. It was a personal challenge to take such a recognizable symbol and make it feel new. The “Dueling Palms” are designed to quite literally cut through the noise with sharp yet smooth curves, appearing to almost bounce off of the ground. The florescent orange color not only sparks joy but represents the warmth and sun that is the trademark of Palm Desert. From a distance the palms also have a yin and yang effect mirroring the balance and dance of the nature and community around them. The flowing aesthetic also mimics an infinity symbol, representing the power and boundlessness of a city thriving in the desert against all odds. At a closer look there are a total of ten fronds - 9 individually representing each of the cities that make up Coachella Valley. The tenth palm frond indicates the cities coming together in unity. The design of this piece takes into consideration all of the listed requirements and precautionary measures for the community and passers by. This is a 360 degree sculpture that that still allows drivers to maintain visibility and their safety. It pays homage to the core history of Palm Desert while looking to the future. My experience working with a broad range of concepts and materials will take this project and community to the next level. Confidential & Proprietary Palm Desert, CAKyle Absolom | San Pablo Avenue Roundabout | 2021 41 DETAILS Confidential & Proprietary Palm Desert, CAKyle Absolom | San Pablo Avenue Roundabout | 2021 MATERIALS    This structure will be constructed of 100% Stainless Steel. This will allow for no rusting, and will be a huge part of the longevity of this art piece. My long term fabrication partner who I have worked with on multiple occasions specializes in the most incredible steel work - most recently building a project for The Waldorf Astoria in Beverly Hills.   INSTALLATION   Cast-in-place concrete footings will be installed approximately 8” below ground. The structure will then be bolted down onto the footings. The plates will be concealed. We will then back fill below ground with a rock bed of gravel. One palm structure will be anchored in 3 places. The other structure will be anchored directly from its center. Both structures will then be bolted together for advanced stability.  The structure will be made into sections (approximately 12 - 15 pieces) and built onsite. The palm fronds will be individually bolted onto the trunk of each palm structure through a connection point. Should the structure be disassembled - it would be In the reverse process of how it was built. We would remove each bolt at each connection point, slowly removing each piece.    ESTIMATED WEIGHT    I plan to use 1/8” or 1/4” stainless steel sheet metal for this piece. The final thickness and thus weight will be decided once I have consulted with the engineer and have taken into consideration the wind load. The thickness of the piece will be dependent on an engineer seeing the art work as they will be able to what is best based on wind load. Once I can speak with the city’s engineer we will get a better understanding of this and I will be able to provide an estimated weight of the piece.    42 DETAILS Confidential & Proprietary Palm Desert, CAKyle Absolom | San Pablo Avenue Roundabout | 2021 HARDSCAPE   I am proposing the structure to live on a rock bed of slate colored gravel. This helps with the stark contrast between the art piece coloring and the flooring - pairing beautifully with the modern, architectural orange curves of the structure.    LIGHTING    I am proposing to install 12-16 LED can (recessed) lights into the ground. The lights will all be aim-able so we can focus them onto the desired areas of the structure, allowing the light to hit perfectly.    DIMENSIONS    32’ wide x 15’ deep x 14’9” high  **see further within the deck for more detailed dimensions I know there were some concerns about the up-turned palm trees height - this has now been increased to 7’ high ensuring it is higher than human height. I also want to note I am prepared to work with the city on the design, if there is concern that the palm edges are too sharp. I am 100% willing to shave off the ends slightly allowing for them to be a little more blunt helping with any health and safety issues.   COATING   The sculpture’s exterior will be coated in an acrylic urethane clear coat. I am proposing that this structure is in an orange color. I will use a matte finish to help further withstand any maintenance from any wind and sand for example. The painted clear coat will allow for the durability of the structure to have a lifespan of anywhere from 10-15 years.  43 DETAILS Confidential & Proprietary Palm Desert, CAKyle Absolom | San Pablo Avenue Roundabout | 2021 MAINTENANCE    I will be using stainless steel because it’s durability is outstanding. It can withhold extreme weather conditions, and requires the standard maintenance for outdoor public art. The structure should be simply washed with a pressure washer on the softest setting,  every 3-4 months. BACKGROUND/ANALYSIS: In 2006, the City of Palm Desert organized an initiative to create artwork from recycled materials in support of the City’s Recycling Program. As part of this process, the Art in Public Places (AIPP) Commission recommended the commission of artist, John Branstetter, to create a sculpture by engaging the community in crafting the artwork through public workshops. Initially displayed in front of Palm Desert City Hall for approximately one year, the artwork was relocated to El Paseo, west of Highway 74, in 2009. In April 2024, Cultural Arts Committee (CAC) Chair Hauer called for a proposal to relocate Recycle due to its weathered appearance. This proposal was unopposed by the Committee. Having been exhibited for 16 years, the relocation of Recycle does comply with the City’s Deaccessioning Policy, which dictates that public artworks generally remain on display for a minimum of 15 years. As such, staff recommends relocating Recycle to the Burrtec Waste Management Recycle Center located at 41800 Corporate Way. Detailed plans, including a proposed location photograph, are attached for the Committee’s review. Burrtec has confirmed its willingness to host the artwork and jointly verified that the facilities can accommodate the placement of the sculpture. Placement of the sculpture in this location will be in the public right -of-way so it will remain part of the City’s permanent collection. FINANCIAL IMPACT: The artwork was purchased for $20,000 in April 2007. There is currently no available record of its fair market value. The expenses associated with relocating the artwork, including deinstallation, the construction of a concrete art pad, electrical adjustments, lighting, installation, and signage, are estimated to be under $6,000. BACKGROUND/ANALYSIS: In 2023, Palm Desert City Hall’s Development Services lobby underwent a full renovation managed by the Deputy Director of Development Services Rosie Lua. As part of the project, Ms. Lua requested installation of new artwork on two walls inside the lobby. In October 2023, a Call for Submissions was sent to the Artist Council; however, none of the 28 submitted artworks were deemed suitable by Ms. Lua and her team. Therefore, in March 2024, staff issued a Call for Commission valley-wide, aiming to cast a wider net and seeking proposals that reflected Palm Desert’s identity. Out of the 23 proposals received, Ms. Lua and her team have selected John Cuevas to complete the project. In his proposal, Mr. Cuevas proposed paintings of California fan palm groves, depicting locations within Palm Desert, such as the Art Smith trail or trails within The Living Desert Zoo and Gardens. These paintings will be painted on stretched canvas and hung onto lobby walls. FINANCIAL IMPACT: Funding in the amount of $10,000 for the project is available in the Capital Improvement Project budget (No. GL 4504161-4400100). BACKGROUND/ANALYSIS: On occasion, the City of Palm Desert purchases artwork from its El Paseo Sculpture Exhibitions for inclusion in its permanent public art collection. In April 2024, the Cultural Arts Committee (Committee) assessed eighteen (18) sculptures and recommended four (4) for further consideration at an upcoming meeting. FINANCIAL IMPACT: The fiscal impact is contingent upon which sculpture is recommended for purchase.
