In response to inquiries, Public Art Management Analyst Powell provided an update on the following: •Process of how members of the public can purchase sculptures currently on display as part of the El Paseo Exhibition; •Community Heroes Mural located at the City of Palm Desert's Corp Yard; •Student Art Wraps and potential for media reports; and 8 5 •Request for photo opportunities of the Committee members and artists at future events unveiling public art. With consensus of the Committee the following item was requested for a future agenda item: •Potential for artwork placement on the median of Cook Street and Frank Sinatra Drive. 7.d CITY COUNCIL LIAISON Councilmember Nestande expressed her delight to attend this meeting and excitement for the future art near Cook Street and Frank Sinatra Drive. 7.e CITY STAFF Deputy City Clerk Nance asked the Committee to reach out to cityclerk@palmdesert.gov if need to report any needed absence of future meetings. BACKGROUND/ANALYSIS: 1. Palm Springs Life 8-month feature content – In February 2023, the City contracted with Palm Springs Life to promote Palm Desert’s Public Art program. The final article was published on June 21, 2024 and highlights Palm Desert’s community art programs that took place in FY 2023/2024. Click here to view article. 2. Donation of Desert Spirit by John Richen – On May and July 2022 respectively, the CAC and the City Council approved the donation of Desert Spirit by John Richen for possible installation in the Development Services lobby following renovations in 2023. However, once renovated, the artwork did not fit the aesthetic of the modern designed lobby. Given that Desert Spirit was donated for installation at City Hall, it is now scheduled to be installed in the Administrative Services lobby near the City Council offices at the end of August. 3. BACKGROUND/ANALYSIS: The El Paseo Sculpture Exhibition was developed in 1996 by the then Art in Public Places (AIPP) Subcommittee to enhance the appeal of El Paseo. This biennial exhibition, open to artists in the United States, Canada, and Mexico, and features eighteen (18) art pads located in the median along El Paseo between Highway 74 and Portola Avenue. In January 2023, eighteen (18) new signposts were installed adjacent to each sculpture located along the sidewalks. These signposts, vinyl wrapped in City branded colors, include an engraved QR code providing access to a virtual tour of the current exhibition. Each exhibition cycle, the City produces new metal signs for each art pad displaying the sculpture title, artist’s name, exhibition year, and the City’s logo. The si gns measure 13” high and 10” wide and are mounted on 4’ metal posts (1” diameter) pushed into the decomposed granite which sometimes results in instability. Staff collaborated with the QR code signpost vendor to create semi -permanent signs. These new signs will feature the same vital information as the previous signs and will be installed near the sculptures in the decomposed granite with a concrete base. Designed to harmonize with existing signposts on the sidewalk, each sign can be re-wrapped with updated vinyl for future exhibitions. Additionally, each sign will be color -coded to match the City’s branding, ensuring they complement rather than clash with the sculptures. Installation of these signs is scheduled for November 2024, coinciding with the installation of the sculptures for the 2025/2026 El Paseo Sculpture Exhibition. FINANCIAL IMPACT: Costs associated with these new signs for the El Paseo Sculpture Exhibition have been included in the FY 2024/2025 Public Art budget. BACKGROUND/ANALYSIS: On May 23, 2024, the City Council directed staff to permanently close the Palm Desert Community Gallery located at Palm Desert City Hall. For over 25 years, the community gallery showcased rotating art exhibitions for local artists and hosted the annual St udent Art and Essay Contest. In November 2023, the gallery was enhanced with Palm Desert’s historic timeline, which added visual value for visitors seeking information about the Palm Desert and the surrounding area from the Visitors Center located in the building. With the Visitor Center’s relocation to the Palm Desert Library on July 1, 2024, foot traffic to this building will be significantly reduced as it will primarily serve those conducting business with the Finance and Housing departments or attending meetings in the North Wing Conference Room. It is also possible that this building may at some point not be accessible to the public. While there is no opportunity to host a community gallery at the current Palm Desert Library, staff has proposed incorporation of a community gallery into the new library which could be overseen by the City’s public art staff. We anticipate discussions on this to continue as the new library is planned. BACKGROUND/ANALYSIS: In December 2023, the City purchased eight (8) benches from Canvus, to be installed at the Civic Center Park and on El Paseo. Canvus specializes in public space furnishings, including benches and tables, crafted from retired wind turbine blades. These benches are particularly suitable for the Civic Center Park and El Paseo due to their strength, durability, and appealing design. Moreover, the use of wind turbine materials resonates with the Coachella Valley’s sustainability efforts. Four (4) benches will be installed on El Paseo on a trial basis to receive feedback from local businesses. The other four (4) will be placed at the Civic Center Park to assess their durability. One of the benches purchased, a Rose Sanctuary Bench, was delivered primed and ready (PAR) to be enhanced with public art. To fulfill one of the required actions of the National Wildlife Federation’s Mayors’ Monarch Pledge, which is to “create a community art project to enhance and promote monarch and pollinator conservation as well as cultural awareness and recognition” staff recommends enhancing the PAR bench with an artistic vinyl wrap. Staff is hereby seeking approval to release a Request for Proposals (RFP) inviting artists to submit artwork that promotes monarch butterfly and pollinator conservation for placement on the PAR bench. Submissions will be evaluated by the CAC according to the RFP. FINANCIAL IMPACT: Costs for artwork, vinyl wrap installation, and informational plaque should not exceed $6,500. The bench is made from recycled materials and promotes the City’s dedication to protecting and beautifying our environment. PROJECT DESCRIPTION The City of Palm Desert is seeking artist proposals to create artwork that promotes the National Wildlife Federation’s Mayor’s Monarch Pledge. “Mayors and other heads of local and tribal government are taking action to help save the monarch butterfly, an iconic species whose eastern populations have declined by 90% and western populations by 99% in recent years. Through the National Wildlife Federation’s Mayors’ Monarch Pledge, U.S. cities, municipalities, and other communities are committing to create habitat for the monarch butterfly and pollinators, and to educate residents about how they can make a difference at home and in their community.” To learn more about the Mayors’ Monarch Pledge, please visit: https://www.nwf.org/MayorsMonarchPledge The proposed artwork should also: • Complement the Palm Desert Civic Center Park’s wide range of offerings and age groups. • Reflect our vibrant community. • Must be family friendly. Finalists will be required to submit artwork digitally so that it can be printed on and installed as a vinyl wrap. The Palm Desert Cultural Arts Committee (CAC) will select proposals that best fit the City’s objectives for this project. The City reserves the right to contact artists prior to final selection for clarification of their proposal. ELIGIBILITY Open to any artist 18 and older interested in creating art for a Rose Sanctuary Bench as described under PROJECT DESCRIPTION. ARTIST COMPENSATION 27 Request for Proposals Palm Desert Bench Beautification Page 2 The selected artist design(s) will be awarded an honorarium of $1,000, inclusive of artist fees and supplies, for their original digital art design(s) to be installed as a vinyl wrap at Palm Desert Civic Center Park. Upon selection of the design and execution of the artist’s agreement, artists will receive an initial disbursement of $250 (25%), with the remaining $750 (75%) paid upon completion of the project. GENERAL GUIDELINES 1. All artwork must be an original design by the artist. 2. Artists may submit up to three proposals. 3. Art should be viewable from a distance and suitable for all ages. 4. Artwork must not contain political statements or persons; religious references, symbols, or numbers; copyrighted or trademarked material; or corporate or organizational branding. CITY RESPONSIBILITIES 1. City is responsible for wrap fabrication and installation of selected designs. 2. City is responsible for maintenance of artwork. 3. The City will own all installed artwork and reserves the right to copy, reproduce and adjust artwork as it sees fit, in perpetuity. 4. The City reserves the right to remove, replace, or adjust the artwork as necessary for the duration of the project. ARTIST RESPONSIBILITIES 1. Artist must supply high-resolution artwork digitally to be transferred to a vinyl wrap. 2. Artist will be responsible for working directly with the printer/installer of the vinyl to assist in adjusting all artwork, files, and necessary materials. 3. Artist will be responsible to accommodate the printer/installer’s design to the specifications of the assigned bench. 4. The artist shall retain copyright of the artwork. SUBMISSION REQUIREMENTS 1. Completed Artist Application Form 2. A current resume or CV. 3. Between 5 to 10 images of past work in JPEG or PDF format with a corresponding image list. 4. Up to three JPEG or PDF files of full color scanned or computer generated concept drawings or renderings of proposed artwork. BACKGROUND/ANALYSIS: The 38th annual Student Art and Essay Contest provides an opportunity for all Palm Desert students, grades K-12, to participate by submitting classroom murals, individual artworks, and essays for public display. After 38 years of being held at Palm Desert City Hall, due to the growth of the event, beginning in 2025, the public display and awards ceremony will be held at University of California Riverside’s Palm Desert Center (UCR). All entries submitted will be on display in the University Building (Building B) and the awards ceremony will be held on Wednesday, March 5, at 6:00 p.m. in the auditorium of Building B. Staff is looking forward to holding the events at UCR which will allow for adequate visibility of the artworks and essays and a larger venue for the awards ceremony. Each year the Cultural Arts Committee is asked to choose a theme for the Student Art and Essay Contest. Listed below are a few suggested ideas.  When I feel a raindrop  When I see a piece of trash  Palm Desert would be better if…  My first journey on a train  How can I help my neighborhood Staff will begin outreach to all Palm Desert schools at the beginning of the school year, and will work with each school to encourage participation. Entries will be due January 31, 2025 and are scheduled to be on display at UCR from February 10 through March 28, 2025. Due to the success of the vinyl art wrap competition, staff recommends continuation of the competition for the 2025 contest. Once the entries are judged, staff would bring forward the top award winners, as well as the first-place winners, dependent upon appropriate images, for the Cultural Arts Committee members to select an artwork to be placed on a traffic signal cabinet. 31 Cultural Arts Committee City of Palm Desert (2025 Student Art and Essay Contest Theme Selection ) Page 2 of 2 FINANCIAL IMPACT: Estimated costs for the vinyl art wrap are not to exceed $5,000 and has already been approved as part of the FY 2024/2025 Public Art budget. No contest was held in 2021 and 2022 due to the COVID-19 pandemic. 34 Page 1 of 1 CULTURAL ARTS COMMITTEE CITY OF PALM DESERT STAFF REPORT MEETING DATE: July 10, 2024 PREPARED BY: Amy Lawrence, Deputy Director of Economic Development REQUEST: APPROVE INSTALLATION EXPENDITURE FOR DEVELOPMENT SERVICES LOBBY ARTWORK RECOMMENDATION: Approve expenditure for installation of Development Services lobby artwork. BACKGROUND/ANALYSIS: At the June 12, 2024, Cultural Arts Committee (CAC) meeting, staff reported that artwork had been selected by City staff for installation in City Hall’s recently renovated Development Services lobby. During the meeting, CAC members expressed frustration ab out not being part of the selection process for the artwork and for that staff takes full accountability. One purpose of updating the CAC bylaws that were adopted in 2021, was to ensure that the CAC is given the opportunity to work with City departments to ensure that art is incorporated into the initial planning of public projects. City staff misdirected the project by inadvertently not seeking the CAC’s direction or feedback before or throughout the process of lobby artwork selection and this is a lesson learned. While we do recognize that this was a mistake, staff is returning to seek approval to expend Public Art funds for installation of the artwork in the lobby as that is the only fund available for this portion of the project. FINANCIAL IMPACT: Funding in the amount of $10,000 for the artwork commission is available in the Capital Improvement Project budget (No. GL 4504161-4400100). Installation costs should not exceed $900, and funds are available in the Public Art budget (No. 4364650-4337200). ATTACHMENTS: 1.
