Executive Summary: Approval of this request will allow representatives of the Palm Desert and Palms to Pines Rotary Clubs to work with City staff to move forward with the purchase, installation, and dedication of a Veterans Clock, which will be located in the Palm Desert Civic Center Park to be dedicated on Veteran's Day, 2003. Background: Several years ago, various members of the Palm Desert City Council approached staff with a request that the feasibility of installing a Veterans Clock in the Civic Center Park to serve as a point of reference, as well as a general focal point for park visitors be investigated. Recently, the two Palm Desert Rotary Clubs have offered to sponsor the expense of purchasing a Veterans Clock with the City assuming responsibility for its installation and long-term maintenance. Several manufacturers were contacted and the attached information from The Fancy Clock & Light Company, Inc. appears to be the most cost effective for the quality offered. The cost to purchase the Veterans Clock, including shipping and handling, is estimated at $10,000, which will include an engraved plaque that will be placed at the base of the Veterans Clock to honor the military service of our nation's veterans. The specifications are attached. The cost to install the Veterans Clock in the Civic Center Park is estimated at $1,000. Staff Report Veterans Clock in Palm Desert Civic Center Park Page 2 August 28, 2003 Representatives of the two Palm Desert Rotary Clubs have met with staff and it has been determined that the City will select an appropriate and centrally located area in which to install the Veterans Clock, which will provide for high visibility, as well as accommodating the need to avoid conflict with over spray, vandalism issues, and available electricity. A Veterans Clock would be a fitting tribute to the men and women who have served the United States of America in the preservation of the freedoms that each and every one of us enjoy today, and its placement in the Civic Center Park would afford Palm Desert the opportunity to be recognized internationally through Rotary International (the world's largest service organization) publications and publicity. Placement of this Veterans Clock will once again demonstrate the type of involvement the City enjoys with its community through partnerships with local service clubs. Both Rotary Clubs will assist the City of Palm Desert in producing its 2003 Veterans' Day celebration, at which time the Veterans Clock will be dedicated. In the Year 2004, Rotary International will celebrate its Centennial, and the publicity that will be received throughout the world regarding the placement of this Veterans Clock in Palm Desert should serve as an attraction to those individuals who may travel to Palm Desert in years to come. The two Palm Desert clubs have committed to assisting the City in hosting its Veterans' Day event for that year as well. This project has been in the investigation and formation stage for several years and since the Palm Desert Rotary Clubs are, at this time, willing to sponsor the purchase of the Veterans Clock, staff recommends that the City Council direct staff to move forward with this project by approving its installation and direct staff to locate an appropriate spot in the Park in which to place it and arrange for installation and dedication by November 11, 20 . 5 I )' P RICIA SCULLY PAUL S. Make sure power is off before servicing. 3 .ob 1Some clocks are equipped with a photo sensor that may need setting. = 3 b They have a shutter that slides up or down. j 1 ,I 1 Clock Mounting !:' I' F Most clocks are mounted on a concrete slab. i � _ 2-face clocks require a minimum 24"x24" base slab. 4-face docks require a minimum 28"x28" base slab. The depth of - the slab for both docks should be poured to local building code or - 0 ` frost line in your climate zone. w ,..-1 The best way to install bolts in concrete is when the slab is poured. Use (-4 minimum'/:"to'/."diameter bolts (depending on local code). Anchoring bolts should be 8"long for a 2-faced dock and 12"long for a 4-faced clock. The bolts should extend out of the concrete 2-1/2". (For bolt pattern, measure the center of each in a square). Since some communities have different building codes we do not pre-drill the holes in the mounting plates. If clock is to be installed on an existing concrete surface drill the holes in the concrete and use commercial grade anchors. It may be necessary to make a template of the mounting holes on the base of the clock to achieve proper alignment before drilling holes. Also, here are some of the estimated costs for the installation. • Electrician cost @ $50 per hour. $500 • Trencher rental and electrical material costs. $200 • Forming and pouring of concrete pad. $150 The cost will fluctuate depending upon the location of the clock and the availability of electrical power.
