TO: City Manager, Members of the City Council
FROM: Gloria Darling, Human Resources Manager
DATE: March 14, 2000
SUBJECT: DELEGATES AT 52ND CALIFORNIA YMCA YOUTH AND
GOVERNMENT MODEL LEGISLATURE AND COURT
BACKGROUND
There were 2,000 YMCA Youth & Government delegates, forty of which represented the
Desert Family and were from Palm Desert High School participated in the 52nd Model
Legislature&Model Court on February 17 -21, 2000. The City has sponsored these youths
year after year because of its commitment to provide an opportunity for our young people
to experience first-hand how democracy works. Program participants have a reputation for
creating innovative policies and often go on to become leaders in government, business and
law.
RECOMMENDATION
Staff recommends that Mayor Crites and Council members Benson, Spiegel, Ferguson, and
Kelly publicly commend and recognize these students with "thank you gifts" for their
participation and excellent representation at our State Capitol. Personally, I was in awe of
the total process, and feel proud that I was able to represent the City on"VIP DAY"held on
Friday, February 18, 2000.
On a special note, Ted Rutherford has donated, not only monetarily, but he 'puts his money
where his mouth is,' in giving his time for many years as an advisor. He deserves a round
of applause and thank you. I also took the liberty to invite Youth Governor Randall
Winston, Redlands YMCA to join us and briefly address the Council.
