The attached agenda is a schedule for the day ' s activities . Also attached is an organization chart listing the principle functions of each department and a map of the Palm Desert Civic Center . ' COMMUNITY SERVICES BUILDING • - CITY OF PALM DESERT'S YOUTH IN GOVERNMENT DAY - Thursday, March 10, 1988 CITY OFFICIALS COUNCILMEMBERS 1 - Mayor (Jean Benson ) 4 - Councilmember ( Richard Kelly) 2 - Mayor , Pro-Tempore ( Roy Wilson ) 5 - Councilmember (Walt Snyder ) 3 - Councilmember (Buford Crites ) The five City Councilmembers are elected at large by the voters of Palm Desert . The Mayor is chosen by the City Council to preside at council meets and to act as the ceremonial head of the City. The Mayor , Pro- Tempore presides in the Mayor ' s absence . The City Council establishes local laws , approves programs , appropriates funds , establishes local fees and assessments , and in general , sets the policies of city government . The City Council meets the second and fourth Thursday of each month at 4 : 00 p.m. , and provides to the citizenry a better , more attractive and healthier place in which to live . CITY STAFF 6 - CITY MANAGER ( Bruce Altman ) . Is the administrative head of the City government . . . . Enforces city laws . . . Directs the daily operations . . . Responsible for the municipal budget and implements the policies and programs initiated by the City Council . . . Directs and coordinates the various departments . 7 - ASSISTANT CITY MANAGER (Carlos Ortega) . Assists the City Manager in the management of the City. . . Directs the Redevelopment Agency activities of the City . . . Assists in solving problems related to drainage , traffic circulation parking , land acquisition, public safety , housing needs , and monitors the refuse collections and cable television franchises . 8 - CITY CLERK ( Sheila Gilligan ) . Maintains the records of City Council actions and permanent records of all City transactions . . . Registers voters . . . Conducts municipal elections . . . provides information to radio, television and newspapers . 9 - GENERAL SERVICES DIRECTOR ( Paul Gibson ) . Responsible for all city funds and investment of monies . . . Prepares and monitors the municipal budget . . . Responsible for the City' s accounting , insurance and computer functions . 10 - PUBLIC WORKS DIRECTOR ( Richard Folkers ) . Responsible for the design , preparation , and engineering for construction of public works such as streets , storm drains , street lights , traffic lights and signs , and public buildings . . . Maintains and repairs streets , medians , parks , and public buildings and grounds . 11 - PLANNING DIRECTOR ( Ray Diaz ) . Is the technical staff advisor on all planning matters for development of new improvements for the City , such as new homes , businesses , hotels , parks , recreation facilities , bikeways and pedestrian paths . 12 - BUILDING DIRECTOR ( Pat Conlon ) . Provides for the regulation and inspection of new construction and existing buildings both residential and commercial . . . Responsible for the enforcement of minimum standards , regulating building , electrical , and plumbing installations . 13 - CODE COMPLIANCE DIRECTOR ( Frank Allen) . Investigates and enforces compliance with public nuisances , smoking , and animal control . . . Collects revenue from business licenses and transient occupancy fees ( hotel bed taxes ) . 14 - ADMINISTRATIVE SERVICES OFFICER ( Larry McAllister ) . Responsible for providing services to departments and employees such as the personnel program , health insurance , and purchasing of common supplies . . . Maintains the City ' s telephone , copier , and mail services . 15 - POLICE CHIEF ( Mike Lewis ) . Basic responsibility is to protect and serve the public and property. . . Broad areas of service include : prevention of crime , repression of crime, lowering of incidence, and apprehension of criminals . . . Assistance in the event of a disaster , traffic regulation , and school resource service. 16 - FIRE CHIEF (Eric Vogt) . Principal function is the prevention and extinguishing of fires . . . Inspection , investigation and education of citizens to reduce the number of fires and damage . . . Provides much used and needed paramedic services . 17 - CITY ATTORNEY ( Dave Erwin/Doug Phillips ) . Is the legal advisor for the City Council , the City Manager , and staff. . . Is present at all City Council meetings . . . Represents the City in any legal action . -2-
