HomeMy WebLinkAboutWaiver Certified Arborists' and Tree Workers' Course Li TY OF PALM DESEic I' MEMORANDUM To: Honorable Mayor and Members of the City Council From: Community Affairs Specialist Date: January 13, 2000 Re: USE OF FACILITIES Recommendation: By Minute Motion, waive the usage fees and recurring meeting restriction for Certified Arborists' and Tree Workers' Course to be held at Palm Desert City Hall. Background: Per the attached,Ted Stedman will be conducting an Arborists' and Tree Workers' Certification Preparation Course once a week from June 21,2000,through August 30,2000. In return for waived facility usage fees,the instructor has agreed to defer the $695.00 per person course fee for two City of Palm Desert employees who would benefit from this type of certification. In addition,use of City meeting facilities by outside agencies is restricted to nonprofit organizations for use on a single time basis,and a waiver of that policy would be required by the City Council prior to this request being approved. The fees that would be waived as a result of this request total$990.00,and the educational training for appropriate City employees would total $1,390.00. Because the continuing education and certification of employees benefits the City,staff recommends that Council waive usage fees as well as the restriction against recurring meetings at its facilities. City of Palm Desert ARBORISTS' AND TREE WORKERS' CERTIFICATION This is a national and international educational program administrated by the International Society of Arboriculture. Certification is awarded after a person qualifies and passes an extensive examination. Certified Arborists and Tree Workers must keep abreast of new technology by attending seminars, workshops, and other approved educational events in order to obtain required Continuing Education Units (CEU{s}). Most governmental and business agencies require certification as a condition of employment. Progressive cities, Homeowners' Associations, and other organizations will not contract with a tree service company, unless they have Certified Arborists and Tree Workers on their staff. 4110 Prepared by Ted Stamen, 12/1/99 Page 4 of 12 City of Palm Desert THE COURSE I started the Arborists' and Tree Workers' Certification Preparation Course in 1993, when I retired from the University of California. I was employed as an Extension Horticulturist and Arborist from 1975 to 1993. The 11 week Arborists' and Tree Workers' Certtification Preparation Course is held each fall in Orange County. The course is offered one night per week from 6:30 to 9:30 P.M. The teachers are all top notch consultants, who have practical and academic credentials. Most of all, they have the ability to present information in a clear, concise manner. I have had numerous requests from Coachella Valley people to have the course in the Desert, since the travel time is too long to Orange County on a weekly basis. However, the City of Palm Desert would receive the following benefits: 1. The City would send two (2) employees to this 11-week course. The registration fee of $695.00 per person would be waived. 2. The City would be taking a leadership position in helping to train a core of arboriculture professionals in the Desert. These professionals would go on to elevate the standards of tree care in the Valley. He has been in the horticulture and arboriculture industry since 1962. From 1975 to 1993, he was employed by the Universityof California Cooperative Extension, Riverside, as a L. Horticulturist and Arborist. The majority of his time was spent working in the field with landscapers, nurseries, arborists, pesticide applicators and public entities. Mr. Stamen continues to work with the University of California as a Professor Emeritus, conducting training seminars, short courses, and workshops. El Since retiring, he has been involved in the field of arboriculture (trees) in a vari- ety of positions. For four years, he was employed as a sales representative for the largest tree care company in California. He inspected, bid, and sold tree care services from $25,000 to $1,000,000. Other duties included tree inventories, diagnosis of tree problems and writing technical reports and conducting training courses. Ted resigned from this position to become a full-time independent consultant. Because of his education, experience and reputation, Ted is often called upon to be a consultant for public and private entities at the local, state and national level. Mr. Stamen also speaks and writes on tree litigation, specifications for tree contracting, troubleshooting tree problems, and other related topics. Finally, he is involved in the research, design, and marketing of horticulture and arboriculture products.
