Recommendation:
By Minute Motion, approve a fee waiver for the Fourth Annual Riverside County Sheriffs Department Canine
Competition, scheduled to be held in the Palm Desert Civic Center Park on November 12 & 13, 1999.
Background:
At its meeting of April 21, 1999,the Palm Desert Public Safety Commission recommended that the City Council
approve a fee waiver and provide appropriate publicity to notify the community of the Fourth Annual Riverside
County Sheriffs Department Canine Competition. The Riverside County Sheriffs Department sponsors this annual
two day event,which features approximately 50 canine handlers from throughout California and Oregon. In 1999
Palm Desert will host this event, and its organizers have requested the use of a portion of the Palm Desert Civic
Center Park. This activity will be open to the public free of charge and would provide an opportunity for Palm
Desert residents to educate themselves regarding the service that police service dogs provide in fighting crime.
Staff recommends that the City Council waive any attendant fees in producing this event and instruct staff to work
with event organizers to ensure that this activity is a success.

Ref: Request to have the K-9 competition at Palm Desert City Park.
Sir, Deputy Patterson and myself have been given the assignment of organizing the ,rh
Annual Riverside County Sheriff's Department Canine Competition. We would like fto
have the competition at the baseball fields behind the Palm Desert Station.
The competition would he a two day event. We would hold the event starting on the

evening o November 121h, /999 and endingSaturdayeveningNovember 13 . On Friday

November 12`h, we will hold the narcotic portion of the trials, and on Saturday November
13111, we will hold the Protection portion r f the trial. This will he followed by an award
banquet at one of the hotels in the city..
Deputy Patterson and myself would like to use at least two baseball fields, as well as the
YMCA or the Recreation ('enter building for a building search. We will also ask for
permission to use the auto shop at College of the Desert for canine narcotic searches.
In years past, the Riverside ('ou my Sheriff's Department Canine Competition has been
held in the City of Temecula. We have had approximately 50 canine handlers from all
over California and as far away as Oregon. We would he expecting at least the same
amount fcompetitors at the Palm Desert competition.
At last years event, the City of Temecula held its Fireman and Law Enforcement
Appreciation Day event during the same time period as the canine competition. It
worked out well for both events. We are also asking your permission to use the
Explorer Scouts, out o f our station, in assisting the RSO handlers with directing handlers
to their different events during the competition.
We hope this event will show the public, Police Service Dogs and there handlers are a
very useful tool in fighting crime in the areas that they patrol.
