STAFF RECOMMENDATION:
1 ) Approve proposal from John Outcault, Architect, for the
preparation of working drawings, and bidding administration for
the proposed Civic Center office additions (Attachment A) .
2) Appropriate $41, 800. 00 plus 10% contingency of $4, 180. 00 from the
unallocated Construction Tax Fund for the preparation of the
Administration wing working drawings.
3) Appropriate $41, 800. 00 plus 10% contingency of $4, 180. 00 fro■ the
unallocated Construction Tax Fund for the preparation of the
Community Services wing working drawings.
4) Upon completion of the working drawings, authorize staff to
proceed to advertise for bids and report back to council with the
recommendation on the lowest responsible bid.
BACKGROUND:
In September 1989 the City Council authorized the services of John Outcault
for the preparation of the preliminary plans presented now before you.
With your approval, for the preparation of working drawings, the architect
and his various consulting engineers will have the working drawings ready to
go out to bid on or prior to November 1, 1990.
With the anticipated thirty day bid period, staff will be presenting back to
you for your review and approval, the lowest qualified bid on December 13,
1990.
With your review and approval of the actual contract costs for construction,
construction start is anticipated in mid January of 1991 and completion
approximately fifteen months later, March 1, 1992.
PLANNING & DESIGN PHILOSOPHY:
Unlike the initial design of the civic center, a tea■ concept was utilized
in the preliminary design layout. The Administrative Design Team consisted
of Carlos Ortega, Dave Yrigoyen, Sheila Gilligan, Paul Gibson, Larry
McAllister, Linda Russell, Paul Shillcock and myself.

The Community Services Design Team consisted of Dick Folkers, Ray Diaz,
Frank Allen, Ken Weller, Mary Spencer and myself.
Through six working sessions together, both teams' input, architect' s
expertise, along with the steering committee' s guidance, resulted in the
preliminary design before you.
The following elements are the various design considerations considered by
the design team members.
1) Building the shell now - stay flexible. Improve only what is
necessary to meet today' s staffing needs. This amounts to
approximately 3, 000 square feet of future expansion area in the
Community Services wing and 2, 600 square feet of undeveloped area
in the Administration wing. With the shell in place these
undeveloped areas could be easily improved at a later date.
Since the initial design in 1979, construction and move-in in
1982, and knowing the earliest we can complete these additions is
March of 1992, it was the goal of the two design teams to plan out
ten years from now past the year 2000, taking into consideration
the City of Pal■ Desert' s current and future growth needs.
2) Design for openness. Try to avoid compartmentalization wherever
possible . A good example of this is the open office
administration area co-inhabited by Finance, Personnel, RDA, and
Economic Development.
This concept promotes communication and all overall awareness of the various
job functions each individual, as well as each department, experiences. Had
this philosophy been utilized in 1979, it is doubtful that the two (2)
separate wings, i. e. Administration and Community Services, would have been
designed and created.
, Where needed for privacy, the use of mid-height movable partitions will be
utilized. Flexibility still remains because virtually any layout can be
achieved.
3) Special design features.
A) Public Art Facilitation - The 8' wide corridor
connecting the new administrative wing to the existing
offices is envisioned to become a gallery for art work.
Extensive use of energy efficient skylights for natural
lighting will be utilized throughout the new areas, as
well as special lighting fixtures required for accent
lighting of the various wall hung art pieces.

The design team will be working closely with the Public Arts
Commission in developing these features.
B) Minimal changes are needed to existing office staff
areas to facilitate the additions. As shown by the
dotted lines on the floor plan, the removing and
repositioning of non-structural partition walls are kept
to a minimum. This, in conjunction with careful work
scheduling, will keep disruptions to ongoing business to
a minimum.
C) Loading and unloading driveway for civic center
supplies. Currently, all supplies, e. g. xerox paper,
etc. are wheeled through the lobby area to the store
room.
D) Public restroom accessibility without the need to unlock
the staff offices. For special functions, e. g. Golf
Cart Parade, 4th of July, etc. the public may utilize,
through the corridors, the bathrooms in both wings
without the need of staff supervision or the worry of
theft. Portapotties are ok by real bathrooms are nicer.
FISCAL IMPACT:
Projected cost for both 10, 000 square foot wings (20,000 square foot total )
is 2. 2 million dollars. This is equivalent to, as the architect points out
in his proposal, to approximately $110. 00 per square foot of floor area.
No additional appropriation is necessary in Fiscal Year 1990/91. The
proposed budget has 2. 4 million dollars allocated for the construction of
this project.
Yesterday' s Cost Vs. Today' s Cost Vs. Tomorrow' s Cost -
In 1982 the existing Palm Desert Civic Center was constructed by Snedaker
Construction for the total cost of $2,506, 957.00 which included all ten
change orders as well as extensive site work. For a comparison of the cost
of the structure alone (excluding site work), the existing civic center
structure was built according to the contractor' s breakdown for the cost of
$2, 016, 726. 00. That cost, divided by the square footage of 25, 426 which is
the size of the existing civic center structure, equals a cost of $79. 32 per
square foot.
Today' s cost of our sa•e civic center structure (excluding site work) would
be approximately $110.00 to $120. 00 per square foot or approximately 2.8 to
3. 0 million dollars.

An example of today' s construction cost is the Palm Desert YMCA recently
awarded to R. D. Pillow Construction. The base bid for the 10, 214 square
foot building was $1, 227, 000. This bid was for the structure only. The
cost per square footage for the YMCA structure is approximately $120. 00
per square foot. A bit more expensive due to the relatively small size of
the YMCA structure, ( i. e. 10, 214 square foot YMCA vs. 20, 000 square foot for
the proposed civic center addition) .
For structure vs. structure comparison, the increase of construction cost
from 1982 to present (i. e. $79. 32 per square foot to $110. 00 per square
foot ) reflects a 38% increase over the last eight years. This is
approximately equal to a 4. 5% increase in structure cost per year compounded
yearly since 1982.
How does this compare to the national average? Statistics taken from the
April 1990 Edition of American City & County, Attachment 8, shows what was
built in the base year of 1982 for $100. 00 will now cost $122. 00 or a 22%
increase over the last eight years or approximately 3% increase compounded
yearly since 1982.
This shows Palm Desert' s construction costs are accelerating more rapidly
over the last eight years than the national average.
Tomorrow' s cost ? Using the 4. 5% figure for yearly construction cost
increases, our proposed addition of 20, 000 square feet for 2. 2 million in
1990 will cost approximately 2. 74 million in 1995 ( i. e. $137. 00 per square
foot) and 3. 41 million in the year 2000 (i. e. $170. 00 per square foot) .

Dear Pat;
You have requested me to send a letter of proposal for the
architectural-engineering documentation for additions to the
existing Civic Center building complex. This proposal is based
on the previously submitted preliminary concepts, reviewed by
the Civic Center committee.
In August of 1989, you authorized my office to prepare a conceptual
plot plan for additions to the Civic Center. This was done, at a
cost of $760 .00 . In September of 1989, the Council authorized my
office to proceed with preliminary plans for the above Civic
Center expansion. (September 28,1989 Council meeting) . These
preliminary plans are being completed, with an approved quotation
of $20 , 000 . 00 . (my letter of September 9, 1989 ) .
This proposal is for architectural-engineering working drawings
and specifications, necessary to provide the city with documents
sufficient to request• bid proposals. A more formal agreement form
can be eventually used to itemize the necessary parts of services .
The project essentally is as follows:
A. Two wings of building additions .
( 1 ) Administration wing to the north,
approx. 10,000 sq. ft.
( 2 ) Public works/Engineering wing to the east,
approx. 10, 000 sq. ft.
A preliminary cost estimate for each wing would be at $110 . 00 per
sq. ft. or $1,100,000 .00 for each wing or $2,200, 000 .00 for both.
The following services will be provided in this proposal:

specifications portions only, leaving the bidding and construction
administration for a later date.
Of a construction budget of $2,200,000 .00, the fees quoted above
are approximately 6% of the construction amount.

On June 13, 1990, the Public Art Selection Subcarmittee reviewed the City
Hall expansion plans containing a Public Art Gallery. The committee
enthusiastically supports the idea for a gallery in the City Hall.
This type of display could became the programs best public education tool
and piLliute interest beyond the indoor display.
