SUBJECT: SOUTHERN CALIFORNIA EDISON ENERGY SURVEY ON CIVIC CENTER
DATE: August 28, 1986
RECOMMENDATION:
By minute motion, authorize the Public Works staff to incorporate Edison's
energy management recommendations to the existing Civic Center facilities
thereby reducing energy consumption.
BACKGROUND:
At the July 10, 1986, City Council meeting, the Mayor and Council recommended
that the City of Palm Desert have Edison conduct an energy survey on the Civic
Center.
On July 28, 1986, Bob Vercruse, an energy services representative from Southern
California Edison, conducted an energy survey on the air conditioning facilities,
indoor lighting and outside lighting for the Civic Center. These recommendations
were minimal , since a similar survey was conducted two years ago and several of
the recommendations were incorporated after that survey. One important energy
reduction system installed at that time was the addition of pre-coolers on the
air conditioners.
The usage analysis recommendations on the indoor lighting systems yield an
initial expenditure of $1 ,455, with an estimated annual energy savings of $2,605
for more efficient lights; therefore, estimated payback will be around six and
one-half months. The only recommendation made on the outdoor lighting was to
shut off half of the parking lights from midnight to 6:00 a.m. Edison believes
that half of the parking lights would be more than ample for security lighting.
The cost of this change would be about $250 for the additional timer, and the
estimated savings would be $412 per year.
The only recommendation made on the air conditioning systems would be to install
twist timers in the individual offices and conference rooms for after hour use
for offices and rooms seldom used. Currently, if an employee works or a meeting
is scheduled after hours, the whole building will get cooled not just the room
being used. The cost and savings are unknown at this time.

Public Works staff recommends authorizing staff to incorporate Edison's energy
saving lighting recommendations to the Civic Center building and grounds.
Public Works staff also recommends that the Council direct staff to research the
cost and savings to install twist timers in appropriate office space.
