INFORMATIONAL REPORTS 6.a CITY STAFF Business and Community Outreach Coordinator Mager provided an update on red curb painting project for El Paseo. 6.b SHERIFF UPDATE Chair Klein and Board Member Longmuir provided updates on behalf of the Sheriff's department regarding recent significant incidents on El Paseo. 6.c MARKETING UPDATE Report provided; no action taken on this item. 7. ACTION CALENDAR 7.a PROVIDE ADDITIONAL FEEDBACK ON FISCAL YEAR 2023-2024 BUDGET AND PROVIDE DIRECTION FOR PREPARATION OF FISCAL YEAR 2024- 2025 BUDGET Stephanie Greene of FG Creative and Public Affairs Manager Soule provided the staff report and answered member inquiries. Motion Carried (5 to 0) 7.b EL PASEO PARKING AND BUSINESS IMPROVEMENT DISTRICT BOARD VACANCY AND POTENTIAL BOARD MEMBER INTERVIEWS Board interviewed candidate Mahasti Islami and reviewed candidate Angela Rafferty's application. Motion by: Board Member Elliott Seconded by: Board Member Stauber Recommend City Council approve Mahasti Islami as a Board Member for El Paseo Parking and Business Improvement District Board. Motion Carried (5 to 0) 6 3 7.c REVIEW CERTIFIED FARMER'S MARKET PROPOSAL Christiana Green, of Certified Farmers Market, presented proposal of an El Paseo Farmers Market and answered member inquiries. Stephanie Greene, of FG Creative, provided merchant feedback on previous events that require road closure. During the course of deliberations the consensus of the Board favored the idea of a Farmers Market, but opposed the proposed Saturday schedule and provided the following feedback: • Provide other location options including adjacent to El Paseo and Civic Center Park; • Research other options of non-weekend days for proposed event; • Research cost for City; and • Provide a El Paseo merchant survey to obtain feedback from all merchants. 8. COMMENTS 8.a EL PASEO PARKING AND BUSINESS IMPROVEMENT DISTRICT BOARD MEMBERS Board Member Stauber reported on the permanent closure of Grayse set for August 2024. 8.b CITY COUNCIL LIAISON Mayor Pro Tem Harnik reminded the Board to assist Sheriff Deputies with "see something, say something" and opined already missing the Courtesy Carts as they have ended for the season. 8.c CITY STAFF Deputy Clerk Nance introduced City Clerk team member Yuri to the Board. Public Affairs Manager Soule reminded the Board of the State of the City address taking place June 25, 2024, at UCR Palm Desert Campus. 8.d ATTENDANCE REPORT Report provided; no action taken on this item. 9. BACKGROUND/ANALYSIS: At the last Board meeting, the general FY 24 -25 EPPBID Budget was approved, with the exception of the Media Plan. At this meeting, FG Creative will present an updated media plan based on last year’s plan that also incorporates the extra funds for this year’s budget. Staff is seeking approval of the media plan. FINANCIAL IMPACT: There is no financial impact created by this item. All funds have already been approved in the Fiscal Year 2024-25 budget. ATTACHMENTS: 1.
