Because the Brown Act does not allow the Parks and Recreation Committee to act on items not listed on the agenda, members may briefly respond or refer the matter to staff for a report and recommendation at a future meeting. 5.CONSENT CALENDAR All matters listed on the Consent Calendar are considered routine and may be approved by one motion. The public may comment on any items on the Consent Agenda within the three-minute time limit. Individual items may be removed by the Parks and Recreation Committee for a separate discussion. CALL TO ORDER A Regular Meeting of the Parks and Recreation Committee was called to order by Vice Chair Maldonado on June 4, 2024, at 8:30 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON­AGENDA PUBLIC COMMENTS Chris Braun, of Palm Desert, spoke on the need for additional sand volleyball courts at Civic Center Park and the quality of the sand in the current courts. Pat Sheffield, of Palm Desert, spoke on the need for parking lot speed limit signs and shade structures in the small dog park at Civic Center Park. 4. CONSENT CALENDAR Motion by: Committee Member Guyer Seconded by: Committee Member Murphy To approve the consent calendar as amended. Motion Carried (6 to 0) 5 2 4.a APPROVAL OF MINUTES Approve the Minutes of May 7, 2024. 5. CONSENT ITEMS HELD OVER None. 6. ACTION CALENDAR 6.a MINOR IMPROVEMENTS AT THE BAJA CALIFORNIA PARK Project Manager Swartz provided the staff report and answered member inquiries. Feedback provided includes: • Research renaming the park; • Upgrading the look and lighting of the park; and • Determine the identity of the park. Motion by: Committee Member Guyer Seconded by: Committee Member Murphy 1. Direct staff to receive quotes to add interpretive signage to the plants at the Baja California Park. 2. Direct staff to receive quotes to add lighting and additional landscaping at the Baja California Park. 3. Include the Baja California Park in the monthly park reports by the Committee Members. Motion Carried (6 to 0) 6.b APPROVAL OF THE PARKS & RECREATION COMMITTEE REGULAR MEETING SCHEDULE FOR FISCAL YEAR 2024/25 Project Manager Swartz provided the staff report and answered member inquiries. Motion by: Vice Chair Maldonado Seconded by: Committee Member Murphy Approve the Parks and Recreation Regular meeting schedule for Fiscal Year 2024/25 and the cancellation of July's meeting and reschedule of September's meeting due to the holidays taking place during those months. INFORMATIONAL REPORTS & COMMENTS 7.a UPDATES FROM PARTNER ORGANIZATIONS 7.a.1 Palm Desert Aquatic Center Paula Simonds, of Family YMCA of the Desert, provided updates from the Palm Desert Aquatic Center and answered member inquiries. 7.a.2 First Tee ­ Coachella Valley Kyle Winn, of First Tee - Coachella Valley, provided updates on the First Tee program and answered member inquiries. 7.a.3 Friends of the Desert Mountains Report provided in the agenda packet; no formal action taken on this item. 7.b UPDATES FROM EX­OFFICIO MEMBERS 7.b.1 Family YMCA of the Desert Paula Simonds, of Family YMCA of the Desert, provided updates from the YMCA and answered member inquiries. 7.b.2 Desert Recreation District Brenda Nutcher, of Desert Recreation District (DRD), stated the DRD report is included in the agenda packet and answered member inquiries 7.c PARKS AND RECREATION COMMITTEE MEMBERS In response to public comment and with consensus from the Committee the follow items were requested as future agenda items: • Volleyball Courts at Civic Center Park; • Speed limit signs in the parking lot of Civic Center Park; • Shade structure at the small dog park; and • Update on the new North Sphere Regional Park. 7.d CITY COUNCIL LIAISON Councilmember Trubee spoke on compliments he has received regarding Palm Desert Aquatic Center, updated the Committee on Library Services and upcoming events and advised the Committee of City Council Study Session for Board Committee Commission interviews. 7.e CITY STAFF None. 7.f ATTENDANCE REPORT Report provided; no action taken on this item. 7 4 8.
