This time has been set aside for the public to address the Parks and Recreation
Committee on issues that are not on the agenda for up to three minutes.
Speakers may utilize one of the three options listed on the first page of the
agenda. Because the Brown Act does not allow the Parks and Recreation
Committee to act on items not listed on the agenda, members may briefly
respond or refer the matter to staff for a report and recommendation at a future
meeting.

All matters listed on the Consent Calendar are considered routine and may be
approved by one motion. The public may comment on any items on the Consent
Agenda within the three-minute time limit. Individual items may be removed by
the Parks and Recreation Committee for a separate discussion.

1. CALL TO ORDER
A Regular Meeting of the Parks and Recreation Committee was called to order by Chair
Akkerman on Tuesday, May 7, 2024, at 8:30 a.m. in the Administrative Conference
Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

3. NONAGENDA PUBLIC COMMENTS
Laura McGalliard, Desert Recreation District Board of Directors, Division 5, announced
that she does not intend to run for re-election and provided information concerning the
November 2024 district election.

To approve the consent calendar as presented.

Community Services Manager Shawn Muir provided a staff report and responded
to Committee inquiries. The Committee took no action on this item.
7. INFORMATIONAL REPORTS & COMMENTS
7.a UPDATES FROM PARTNER ORGANIZATIONS
7.a.1 Palm Desert Aquatic Center
Paula Simonds, YMCA Ex-Officio Member, provided an update on the
Palm Desert Aquatic Center (PDAC) operations and programming, noting
that PDAC is working with City staff to develop new marketing strategies.
Community Services Manager Shawn Muir provided an update on the
installation of new shade structures and responded to Committee inquiries
concerning the PDAC budget.
7.a.2 First Tee Coachella Valley
Executive Director Kyle Nguyen provided an update on seasonal
programming, reported an increase in annual participant registration, and
responded to Committee inquiries.
7.a.3 Friends of the Desert Mountains
Executive Director Tammy Martin provided a written report that was
included in the agenda materials and a verbal report concerning the
renewed need for parking and potential for additional trails in the area.
7.a.4 Palm Desert Library
A written report was included with the agenda materials.
7.a.5 Friends of the Library
None.
7.b UPDATES FROM EXOFFICIO MEMBERS
7.b.1 Family YMCA of the Desert
Paula Simonds, YMCA Ex-Officio Member, provided a written report that
was included with the agenda materials and reported on her attendance at
various meetings.
7.b.2 Desert Recreation District
Kevin Kalman, Desert Recreation District Ex-Officio Member, provided a
written report that was included with the agenda materials and reported on
an upcoming Desert Recreation District Board Study Session regarding
additional lighting and shade structures at various locations.

7.c.1 Cahuilla Hills Park
Chair Akkerman provided a written report that was included with the
agenda materials.
7.c.2 Ironwood Park
Committee Member Guyer provided a written report that was included with
the agenda materials.
7.c.3 Requests for Action
Individual Committee Members requested and received Committee
support for the addition of the following future agenda items:
• Discussion concerning the use and maintenance of Baja California
Park located on Primrose Drive and Fred Waring Drive.
• Discussion concerning Palm Desert Aquatic Center budget.
• Information regarding the 2024 meeting schedule, particularly for
months in which a Regular meeting may be impacted by an
observed holiday.
7.d CITY COUNCIL LIAISON
City Council Liaison Trubee reported on his attendance of the bookmobile ribbon
cutting ceremony at Joe Mann Park and encouraged Committee Members to visit
the mobile library.
7.e CITY STAFF
7.e.1 Public Art Update – Student Art & Essay Winners and Aquatic Center
Art
Project Manager Swartz narrated a PowerPoint presentation and
responded to Committee inquiries.

members requested staff to place this item on the agenda for formal action.

REQUEST: APPROVAL OF THE PARKS & RECREATION COMMITTEE REGULAR
MEETING SCHEDULE FOR FISCAL YEAR 2024/25
RECOMMENDATION:
Approve the Parks and Recreation Regular meeting schedule for Fiscal Year 2024/25.
BACKGROUND/ANALYSIS:
Pursuant to Palm Desert Municipal Code (PDMC) §2.58.030 the Parks and Recreation
Committee may hold regular monthly meetings at such date, time and place as set by committee
resolution of minute order. The Committee currently meets at 8:30 a.m. on the first Tuesday of
each month. When any regular meetings of the Committee fall on a legal holiday, the meeting is
rescheduled for the same hour of the succeeding Tuesday. Upon review of the City’s existing
appointed bodies calendar and available meeting spaces, it is recommended that the Committee
maintain the current meeting schedule.
FINANCIAL IMPACT:
There is no financial impact associated with this request.

Palm Desert Community Center
.
We are currently working with DSUSD to offer
summer school at the Ronal Reagan Elementary
School for a 5-week program this summer.
We are now offering different community camping
trips, Outdoor Climbing, and hikes with our Outdoor
Adventure specialist. Check the website for new and
exciting adventures.
We will be offering Challenger International Soccer
Camps the week of June 17 through June 21 and July 1
through July 3, 2024. These will be held at Freedom
Football Field. For more information check our
website.
Portola Community Center will be a cooling center.
We will be open throughout the summer, during
normal office hours as a cooling center, while the
library and Palm Desert Community Center will not be
available.
