CALL TO ORDER A Regular Meeting of the Parks and Recreation Committee was called to order by Chair Akkerman on March 5, 2024, at 8:30 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. INFORMATIONAL REPORTS & COMMENTS 7.a UPDATES FROM PARTNER ORGANIZATIONS 7.a.1 Palm Desert Aquatic Center Aquatics Manager David Keyes provided a written report that was included in the agenda materials and a verbal update on upcoming group swim lessons, hiring statuses, and the recreational swim schedule. 7.a.2 First Tee ­ Coachella Valley Executive Director Kyle Nguyen provided a written report that was included in the agenda materials and a verbal update on the schedule for upcoming Spring sessions. 7.a.3 Friends of the Desert Mountains Executive Director Tammy Martin provided a written report that was included in the agenda materials and a verbal update on the recent Wildflower festival and upcoming 5K. 7.a.4 Palm Desert Library Branch Manager Jennifer Hernandez provided a written report that was included in the agenda materials and a verbal update on the programming available to patrons before and during the library's transition from County to City management. 7.a.5 Friends of the Library President Karen Gonzalez provided a written report that was included in the agenda materials and a verbal update on the upcoming bookstore sales, reporting that sales on Amazon and Biblio will continue throughout the transition of library management. 7.b UPDATES FROM EX­OFFICIO MEMBERS 7.b.1 Family YMCA of the Desert Community Services Coordinator Brenda Nutcher provided a verbal summary of the written report that was included in the agenda materials. 7.b.2 Desert Recreation District A written report was provided in the agenda materials. 7.c PARKS AND RECREATION COMMITTEE MEMBERS 7.c.1 Hovley Soccer Park Chair Akkerman provided a written report, included in the agenda materials, concerning the condition of Hovley Soccer Park. 7.c.2 Washington Charter School Park Page 6 of 41 Parks & Recreation Committee Minutes March 5, 2024 3 Committee Member Dawson provided a written report, included in the agenda materials, on the condition of Washington Charter School Park. 7.c.3 Freedom Park Vice Chair Maldonado provided a verbal summary of the written report, included in the agenda materials, concerning the condition of Freedom Park. 7.c.4 Informational Updates Individual Committee Members provided information regarding the intent to pursue the development of life-skill training programs at the new City Library and the valuable services offered by Palm Desert Rotary Club. 7.d CITY COUNCIL LIAISON City Council Liaison Trubee reported the February Library Taskforce meeting was cancelled and requested an update on the Freedom Park cleanup. 7.e CITY STAFF 7.e.1 Cahuilla Hills Park Design Community Services Manager Muir provided a verbal update on the progress of design and ADA improvements at Cahuilla Hills Park, reporting the results of a community survey and plans to address concerns regarding lighting, trees, and noise mitigation. 7.e.2 Upcoming Event Updates Community Services Manager Shawn Muir announced a dedication ceremony for the Slaughter Family Recreation area. Project Manager Kevin Swartz provided a verbal update on appointments to the Park Naming subcommittee, including Committee Members Murphy and Flint and City Council Members Trubee and Kelly. 7.f ATTENDANCE REPORT Report provided; no action taken on this item. 8.
