REQUEST: Approval of Resolution of the City Council of the City of Palm
Desert Authorizing Beverage Recycling and Litter Reduction Grant
Application to the California Department of Conservation's Division
of Recycling.

Recommendation:
By Minute Motion approve the following:
(1) Waive further reading and adopt Resolution No.03-36 Authorizing Beverage
Recycling and Litter Reduction Grant Application to the California Department of
Conservation's Division of Recycling;
(2) Authorize the Assistant City Manager of Community Service to sign and submit the
City/County Funding Request for FY 2003/04 funding to the California Department of
Conservation Division of Recycling on behalf of the City;
(3) Authorize the appropriation and expenditure of funds in the amount of$12,084 from
Account No. 236-4195-454-3090 towards the Palm Desert High School's Recycling
Program.
Executive Summary:
The City of Palm Desert is eligible to receive $12,084 from the California Department of
Conservation's Division of Recycling. Staff plans to utilize the funds to assist the Palm Desert
High School in expanding its recycling program. Assisting the High School will increase student
awareness of recycling and reduction of litter, as has been experienced with the initial program.

Discussion:
As part of America's Promise Valley Rally and the senior's departing gift, over 150 senior's have
volunteered their time and energy along with the donations from private businesses within the
community to spruce up the quad (common) area and beautify a portion of the school. The
program entails landscape beautification and installation of recycling and trash containers within
the quad area.
The Graduation Chairman initially approached staff to determine if the City could assist in
purchasing containers at a reduced rate. However, as it happens to be that time of year to
submit the City/County funding requests, staff indicated that the City might be able to assist by
providing additional funding for the purchase of containers. The senior's have $2,000 to
purchase containers. Since one container costs anywhere from $250 to $425, this amount
would not purchase many containers. Therefore, staff believes the City/County funds would go
to good use if donated to the High School to expand its recycling program.
Staff has been working to enhance its community recycling programs and has in the past
donated the City/County funds for community programs; therefore, staff is recommending that
the City/County funds be approved for the Palm Desert High School.
