STAFF REPORT
REQUEST: Staff requests that City Council authorize staff to implement the
City-wide Recycling Program within City facilities and parks and
expend funds from Account No. 236-4195-454-3090.

I. Recommendation:
By Minute Motion, authorize staff to (1) implement the City-wide Recycling
Program within City facilities and parks; and (2) expend funds from Account No.
236-4195-454-3090.
II. Executive Summary:
Implementing the City's recycling program within parks and City owned facilities
would be consistent with the overall goal to incorporate recycling and diversion
programs internally as well as externally. The expenditure of funds from Account
No. 236-4195-454-3090 is monies set-aside annually for recycling purposes.
The remaining funds (tipping fee monies) received are setup in a cash account
that has approximately $2,400,000 in reserve for the eventual closure of Edom
Hill. The City receives approximately $135,000 quarterly in tipping fees.
Currently, there is available $145,000 in this account for the purchase of
containers, incorporation of art for the custom design for the containers, and
other fees that may be associated with the implementation of this program.
III. Discussion:
Staff plans to purchase and place new custom recycling containers within all City
parks and facilities and in some cases will place new, similar custom containers
for solid waste. The first phase will be the Civic Center complex including the
park and building, the second phase will be the remaining City parks, and the
final phase will be to work with the City's property management firms to
implement and/or expand recycling programs at City owned facilities.

As part of this program, staff will work with the SCRAP Gallery to implement an
art contest to design the cover for custom containers and for the solid waste
containers. Implementing art into the cover of the containers brings a unique
aspect to the program. This particular concept will promote public awareness
among adults as well as youth and will enhance the City's public awareness and
education campaign on recycling and the environment within Palm Desert and
other communities.
