DATE: March 14, 2002 CONTENTS: City/County Payment Request Form Resolution No. 01-63 Recommendation: By Minute Motion, approve the following: (1) Authorize Assistant City Manager of Community Services to sign and submit the application for the California Department of Conservation's Division of Recycling, City/County Funding Request for FY 2002/03 on behalf of the City of Palm Desert; (2) Authorize the expenditure of funds in the amount of $12,009 towards the College of the Desert's Beverage Recycling Program; and (3) Authorize the appropriation of funds in the amount of $12,009 to Account No. 110-4132-411-3090 from the Unobligated General Fund. Executive Summary: The City of Palm Desert is eligible to receive $12,009 for FY 2002/03 from the California Department of Conservation's Division of Recycling. Staff plans to utilize the funds to assist the College of the Desert in its implementation of the proposed campus Beverage Container Recycling Program. Assisting C.O.D. with its recycling program also directly benefits the City in meeting its 50% diversion rate requirement by the State of California. This year the City of Palm Desert will receive $12,009 for beverage recycling and litter reduction programs. These funds can be utilized to implement various recycling and litter reduction programs within the Palm Desert community. Staff does not have plans, at this time, to use these funds for City purposes; therefore, the funds are available for other approved programs. Mr. Kurt Leuschner, Assistant Professor of Natural Resources at the College of the Desert, approached Management Analyst Frankie Riddle last year regarding funding assistance and the City had applied for the funds to assist C.O.D.; however, the Department of Conservation denied the request noting that the City's Funding Request Form and documentation were not received by the deadline. Staff has appealed the denial and is awaiting the decision through the appeal process. If the appeal were approved, the City would be funding this program for two years, FY 2001/02 and FY 2002/03). Mr. Leuschner would like to implement the program as soon as he has sufficient funds to start the program. He has also approached other cities and CVAG regarding funding assistance for the program. To implement recycling and placement of recycling bins throughout the campus grounds, and increase recycling awareness on campus as well as the overall importance of recycling. Collection of materials will be handled through the maintenance department as it currently is for regular trash containers. Waste Management of the Desert will collect recyclable materials through its weekly pickup service. The College is implementing its first recycling program, which will automatically result in an increase in the volume of beverage containers recycled and tracking the volume of recycled materials will be accomplished with the assistance of Waste Management. Increasing student and public awareness will be handled through a public education-recycling program starting with the art contest that is designed to promote recycling and to create the design of the custom cover for the recycle containers. Other education awareness efforts will be articles placed in the school newspaper, fliers, bulletins, and other campus media. • Explain how the projected outcomes will be measured and measurement data collected. As there is no program in effect at this time there is no base data to compare with. However, the intent of the College is to implement the recycling program and by the end of the 2002-year have a 5% to 10% recycle rate. Materials will be collected and bins serviced on a weekly basis by Waste Management of the Desert. Waste Management is the City's contracted disposal company and through its services tracking of disposal increase(s)will be monitored. If you need assistance please call(916) 322-0613 or 1-800-RECYCLE and ask for your field representative. 12/01 RESOLUTION NO. 01-63 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT AUTHORIZING BEVERAGE RECYCLING AND LI1.1.ER REDUCTION GRANT APPLICATIONS TO THE CALIFORNIA DEPARTMENT OF CONSERVATION'S DIVISION OF RECYCLING WHEREAS, the people of the State of California have enacted the California Beverage Recycling and Litter Reduction Act that provides funds to cities and counties for establishing and maintaining local beverage container recycling and littler cleanup activities; and WHEREAS, the California Department of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; and WHEREAS, per Section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the due date and time in order to request funds from the Department of Conservation's Division of Recycling. WHEREAS, the City of Palm Desert intends to apply for Beverage Recycling and Litter Reduction grants to fund various beverage recycling projects in the future; and WHEREAS, The City of Palm Desert will enter into agreements with the State of California for development of the projects. NOW,THEREFORE,BE IT RESOLVED that the City Council of the City of Palm Desert, California authorizes the following: 1. Authorizes the submittal of grant applications to the Department of Conservation's Division of Recycling for all available grants under the California Beverage Recycling and Litter Reduction Act. Resolution No. 0 2. The Assistant City Manager of Community Services Sheila R. Gilligan, or a designee, is hereby authorized and empowered to execute in the name of the City of Palm Desert all necessary applications, forms, contracts, payment requests, agreements, and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in Section 14581 (a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act and provide information regarding this program to the Department of Conservation's Division of Recycling upon request.
