REQUEST: Approval of Resolution of the City Council of the City of Palm
Desert Authorizing Beverage Recycling and Litter Reduction Grant
Applications to the California Department of Conservation's Division
of Recycling.

Recommendation:
By Minute Motion, approve the following:
(1) Waive further reading and adopt Resolution No.01-63 of Support Authorizing
Beverage Recycling and Litter Reduction Grant Application to the California
Department of Conservation's Division of Recycling;
(2) Authorize Assistant City Manager of Community Services to sign and submit the
application for the California Department of Conservation's Division of Recycling,
City/County Funding Request for FY 2000/01 on behalf of the City of Palm
Desert; and
(3) Authorize the expenditure of funds in the amount of $10,824 towards the College
of the Desert's Beverage Recycling Program.
Executive Summary:
The City of Palm Desert is eligible to receive $10,824 from the California Department of
Conservation's Division of Recycling. Staff plans to utilize the funds to assist the
College of the Desert in its implementation of a new Beverage Container Recycling
Program. Assisting C.O.D. with its recycling program also assists the City in meeting its
50% diversion rate requirement by the State of California.

Background:
The City of Palm Desert is eligible each year to receive funds from the Division of
Recycling by submitting the City/County Funding Request Form and approved
resolution. This year the City of Palm Desert is eligible to receive $10,824 for beverage
recycling and litter reduction programs. These funds can be utilized to implement
beverage recycling and litter reduction programs within the Palm Desert community.
At this time, staff does not have plans to utilize these funds for City purposes; therefore,
the funds are available for other approved programs. Mr. Kurt Leuschner, Assistant
Professor of Natural Resources at the College of the Desert, approached the City to
request funding assistance with the recycling program he is implementing with the
assistance of C.O.D. students. He plans to implement the program in November 2001.
The program will include the placement of approximately 100 custom designed
beverage containers throughout the College campus, a public awareness program, and
working with Waste Management of the Desert for bins and pickup service. Other
groups and organizations will be approached to request additional funds for the
implementation of the recycling program.
The City of Palm Desert will directly benefit from College of the Desert's recycling
program as the College is located within the City limits, and all materials diverted from
the landfill for recycling will be applied towards the City's 50% diversion rate.

Proposed Recycling and/or Litter Reduction Activities:
To be eligible for funding, each activity must meet one or more of the following criteria:
(1) Primary emphasis is collection and recycling of beverage containers at large venues; public areas, residential communities,
school, multi-family dwellings and businesses.
(2) Primary emphasis is public education promoting beverage container recycling and/or litter prevention.
(3) Primary emphasis is beverage container/litter abatement in public places including community clean-up projects or other
related activities involving the recycling of beverage containers.
Please describe each activity for which the funds will be expended:
The City of Palm Desert would like to assist the College of the Desert in its implementation of its new Beverage Recycling Program.
The College will implement its program by having a contest for students to design a cover for the containers. The new cover design
will be painted on the containers that will be placed throughout the campus. The College of the Desert is working with Waste
Management of the Desert to establish service for the recycling program.
The City of Palm Desert would like to assist the College of the Desert to establish its recycling program. Assistance for activities
would include (1) Collection/Equipment: Purchase of containers; and (2) Education: Design and printing services, public
awareness campaign activities and materials, and other materials associated with the program. All activities are to assist with the
implementation and maintenance of the program.
The available grant money will cover part of the costs associated with the program. However, through other funding sources the
College will offset the costs associated with the implementation of the program.

The outcome will be evaluated through the volume collected and awareness surveys conducted on campus.
