Firefighters were able to make access to the patient via UTV and determined the patient would need to be hoisted by a helicopter due to terrain and the patients ' injuries. A hoist capable helicopter was requested and was able to retrieve the patient and deliver them to a nearby department ambulance to be t ransported to a local area hospital with moderate injuries. 24CARRU067165 5/5/2024 11:25:00AM CAL FIRE/ Riverside County Fire responded to a reported kitchen fire at the above location. Upon arrival, the first due Company Officer (E81) reported a single-story duplex condo, with a kitchen fire that had been extinguished by workers prior to Fire Department arrival. The fire was contained to the kitchen, with minimal smoke damage to the rest of the unit. Firefighters remained on scene to check for extension and overhaul. of the kitchen. There are no displacements. Palm Desert City officials have been notified. 24CARRU073171 5/16/2024 8:36:00AM CAL FIRE/ Riverside County Fire responded to a high speed vehicle crash . Palm Desert Engine 33 arrived on scene and reported a single vehicle crash at a high rate of speed . Two patients were trapped inside of the vehicle requiring extrication . One patient was transport to Eisenhower hospital in critical condition and one patient succumbed to his injuries at the scene. The system became operational in October 2022. The City has a contract with the Riverside County Sheriff's Department (RCSD) for law enforcement services and participates in the RCSD ALPR program. Therefore, the ALPR program and RCSD’s operator, Flock, are bound by Federal and State law, RCSD policy, and the requirements of the City's agreement with Flock. Palm Desert Shared Networks The City of Palm Desert is the owner of the data and RCSD manages it on its behalf according to state law, RCSD Policy 412, and the City’s agreement with Flock Safety. During a reporting period, the data is retrieved from RCSD which includes a review of the shared networks for the reporting period. Palm Desert data is shared only with other California agencies as is allowed by state law, SB 34 (2015). Flock by default deletes the data every 30 days. Once the data is deleted, it cannot be retrieved. Flock is among the shortest of all the state statutes on data retention. Flock does not share with 3rd parties. Flock requires an investigative reason to search, and they provide an audit report to system administrators. Reporting In accordance with state law, City staff monitors the list of agencies that Palm Desert data is shared with. RECESS AND THE PUBLIC SAFETY COMMITTEE MEETING SCHEDULE OF FISCAL YEAR 2024-25 RECOMMENDATION: Approve a summer recess with the cancellation of July and August 2024 meetings and the Public Safety Committee schedule for FY 2024-25. BACKGROUND/ANALYSIS: The Public Safety Committee (PSC) has been diligently meeting and addressing public safety concerns within Palm Desert throughout the year. Our meetings have covered various topics including but not limited to crime statistics, emergency response protocols, an d updates from law enforcement agencies and emergency services. Historically, attendance for Committee and Commissions during the summer months has been lower due to vacations and other commitments. Cancelling meetings during July and August would align with the natural decrease in participation during this time. PSC plays a crucial role in addressing matters related to public safety within our jurisdiction. To ensure regular and efficient functioning of the Committee, it is essential to establish a meeting schedule that accommodates the needs of Committee Members and stakeholders. The selection of the second Tuesday of each month for Committee meetings offers consistency and predictability, allowing members to plan and prioritize attendance. This schedul e also aligns with the availability of key stakeholders and ensures regular engagement with community members. FINANCIAL IMPACT: No financial impact. ATTACHMENTS: 1. I want to commend and acknowledge that the Public Safety Committee and City hav e created an environment in which re sidents overwhelmingly perceive Palm Des ert as a very safe plac e to live . DRIVE WITH CAUTION always wh ile you live here . But everywhere watch your purse anywhere in grocery mainly, don't get distracted and forget to watch your purse .
