SUBJECT: REQUEST FOR RATIFICATION OF GRANT APPLICATION SUBMITTED TO
THE
DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING FOR A
COMMERCIAL RECYCLING PROGRAM FOR RESTAURANTS AND BARS WITH
PRIMARY EMPHASIS COLLECTING CRV (CALIFORNIA REDEMPTION VALUE
MATERIAL-- GLASS, PLASTIC AND ALUMINUM) AND CARDBOARD
The Cities of Palm Desert and Palm Springs (Palm Desert being the lead agency) want to focus on
establishing a strong commercial recycling program for their bars and restaurants. Both cities are prime
resort destinations. Each city does a strong job in providing public education and outreach programs
regarding waste reduction and recycling for their respective residential customers. However, to date,
there are not strong recycling programs for commercial establishments.
The Department of Conservation, Division of Recycling offers a competitive grant process for non-profit
organizations and government agencies that develop programs for the collection of CRV (California
Redemption Value Material -- soda and beer sold in aluminum cans, glass and plastic bottles). Both
cities are joining together in applying for this grant in order to provide a commercial recycling program to
focus on the collection of CRV material along with cardboard. We have conducted preliminary research
on our target commercial establishments to ascertain their current level of recycling. Recycling is
occurring at the grass roots level only, when and if an employee has the desire to recycle, i.e., if the
employee leaves or loses interest, the recycling ends until someone else takes the initiative. Since both
cities have similar demographics and both are resort destinations with high numbers of bars and
restaurants, this is a good program to implement to fill a large need.
The Foundation for the Retarded of the Desert and the California Conservation Corps have expressed in
writing that they would like to be partners in establishing this program if funding is received. Each
organization has expressed enthusiasm to play a vital role to train their corps members and clients to
provided administration and operation labor for the collection and processing of material. Attached for
your review are letters of their commitment to participate if funding is granted. Primary items that are
being requested for funding are as follows:
0 Purchase of two (2) compressed natural gas (CNG) powered flatbed trucks equipped with
hydraulic lift gates;
a Funding for operation maintenance of program and repair of trucks;
a Contingency funding for leasing of up to two (2) additional flatbed trucks for use when primary
trucks are offline for repairs;
a Purchase of automated recycling containers with hinged lids, wheels and locking mechanisms;
o Wages for supervision, job training, and actual collection and process of material to be
conducted by the California Conservation Corps (CCC) and the Foundation for the Retarded of
the Desert;
a Storage sheds automated recycling containers and support supplies;
a Purchase of essential tools for operational maintenance of program;
Signage for restaurants and bars, employee instructions, containers, and trucks, etc.;
a Uniforms for collection crews;
a Postage for direct mailing pieces and summary collection statements;
a Leasing of two (2) portable office trailers; and
a Funds for public education and outreach materials to promote and sustain the program with
participating establishments and the community at large.
The grant application had to be post marked by June 19, 1998, to be eligible for the competitive
selection process. As part of the competitive grant application package, a signature is required of a
person authorized to bind an organization in a contract. If we are selected to receive funding, staff will
return to the City Council with said contract for authorization to receive funding and proceed with
implementation. At the time staff reports were due for this Council meeting, the grant application was
not complete. The amount requested for funding was not yet determined. Staff will be prepared at the
Council meeting to orally report on additional information required.
