HomeMy WebLinkAboutOil recycling Fifth Cycle Block Grant FY 1997 - 1998 9J Lo En VI VI En ()Ml ....•-�...... ego -• - , lc) 2 1 ,� „ Cs rt CITY OF PALM DESERT MEMORANDUM C DATE: MAY 14, 1998 M TO: THE HONORABLE MAYOR, CITY COUNCIL AND CITY MA R, FROM: LISA CONSTANDE, ENVIRONMENTAL CONSERVATION MANAGER SUBJECT: USED OIL RECYCLING FIFTH CYCLE BLOCK GRANT FOR FISCAL YEAR 1997/98 RECOMMENDATION By minute motion, appropriate$12,000 to account No. 110-4511-442-3913 to pay for Used Oil Recycling Block Grant expenses for fiscal year 1997/98 that will be reimbursed by the State of California, California Integrated Waste Management Board(CIWMB),and by minute motion budget estimated revenue of$12,000 for the Used Oil Recycling Block Grant. BACKGROUND Staff submitted a staff report to Council on December 14, 1995, requesting approval to allow application for a three-year CIWMB Used Oil Recycling Block Grant (for Fiscal Years 1996/97, 1997/98, and 1998/99) and work with the City of Palm Springs in partnership to implement respectively each of our block grants. The purpose of the grants is to educate the public on the proper disposal and recycling of used motor oil. According to the County of Riverside,Environmental Health Department,the first year of the grants (1996/97) was successful with a 50%increase in used motor oil recycling in the Coachella Valley. Materials produced were a brochure (written in English and Spanish) along with a refrigerator magnet, bus stop shelter sign, newspaper ad, and a display board on exhibit at our library. All funds expended by the City of Palm Desert for the first year were reimbursed by the CIWMB and placed in account No. 110-0000-349-9500. The City of Palm Desert and City of Palm Springs are continuing to work together on this three-year grant along with the County of Riverside, Coachella Valley Water District, and NPDES (National Pollutant Discharge Elimination Systems) assisting our efforts when opportunities arise. Target projects for this grant cycle, Fiscal year 1997/98, are a rotating bill board, utility bill insert, radio and television commercials, newspaper ads, and the purchase of oil changing containers. Each component of this grant targets and teaches the public on the right thing to do with used motor oil— recycle it safe and right. Over the three-years of this grant,all public education material will carry the same theme and identity for easy recognition of the program to increase usage. This philosophy is working for Fiscal Year 1997/98; The number of people recycling used motor oil is projected to increase again by 50% according to the County of Riverside, Environmental Health Department. FISCAL IMPACT Appropriate $12,000 to account No. 110-4511-442-3919 to pay for Used Motor Oil Recycling Block Grant expenses for fiscal year 1997/98. Funds reimbursed by the CIWMB will be deposited in account No. 110-0000- 349-9500.
